Book excerpt: La Cultura de Paz es una tentativa- largamente tejida a largo de la historia, a través de cuyos hilos se ha conformado parcialmente un modo de organizar el mundo basado en el derecho sagrado de vivir juntos- que se define como el conjunto (concepto síntesis) de valores, actitudes, tradiciones, comportamientos y estilos de vida que inspiran una forma constructiva y creativa de relacionarnos para alcanzar- desde una visión holística e imperfecta de la paz- la armonía del ser humano consigo mismo, con los demás y con la naturaleza. Convivir en paz es un derecho humano reconocido a través de un cuerpo jurídico sobre el que se sostiene la democracia y representa un gran desafío para la humanidad. La educación es, sin duda, el mejor instrumento para superar con éxito dicho reto. Esta obra trata precisamente de presentar algunos fundamentos y claves para construir la cultura de la paz a través de la educación. Para el autor, el derecho a la paz representa la finalidad esencial del derecho a la educación y constituye la piedra angular del aprendizaje de la ciudadanía democrática. Para ello, sintetiza y aclara lo que se entiende por la paz y su cultura, define los rasgos esenciales de la Educación para la Cultura de Paz, presenta algunas experiencias y proyectos internacionales y determina los fundamentos y claves educativas necesarias para que los centros educativos se conviertan en verdaderos espacios de construcción y aprendizaje de la convivencia. José Tuvilla Rayo, escritor, pedagogo e investigador para la paz, es autor de numerosos artículos y libros sobre educación para la paz y los derechos humanos. Ha sido coordinador de la Red de Escuelas Asociadas a la UNESCO en Andalucía y ha participado, en calidad de Coordinador Regional, en el diseño, difusión y desarrollo del Plan Andaluz de Educación para la Cultura de Paz y Noviolencia, de la Consejería de Educación de la Junta de Andalucía. Es miembro del equipo pedagógico del Centro Internacional de Formación del profesorado en la enseñanza de los derechos humanos y de la paz de Ginebra (Suiza), del Comité Directivo Internacional de la Asociación Mundial por la Escuela Instrumento de Paz, del Instituto Paz y Conflictos de la Universidad de Granada y de la Asociación Española de Investigación para la Paz.

Nonetheless, Washington's modernization programs in early 1960s' Bolivia ended up on a collision course with important sectors of the country’s civil society, including radical workers, rebellious students, and a plethora of rightwing and leftwing political parties. In From Development to Dictatorship, Thomas C. Field Jr. reconstructs the untold story of USAID’s first years in Bolivia, including the country’s 1964 military coup d’état.Field draws heavily on local sources to demonstrate that Bolivia’s turn toward anticommunist, development-oriented dictatorship was the logical and practical culmination of the military-led modernization paradigm that provided the liberal underpinnings of Kennedy’s Alliance for Progress. In the process, he explores several underappreciated aspects of Cold War liberal internationalism: the tendency of "development" to encourage authoritarian solutions to political unrest, the connection between modernization theories and the rise of Third World armed forces, and the intimacy between USAID and CIA covert operations. Challenging the conventional dichotomy between ideology and strategy in international politics, From Development to Dictatorship engages with a growing literature on development as a key rubric for understanding the interconnected processes of decolonization and the Cold War.
