Book excerpt: This book traces the development of e-government and its applications across Europe, exploring the effects of information and communication technology (ICTs) upon political action and processes. Explores a range of concepts and topics underpinning e-government in Europe: the degree to which e-government translates into genuine reform of government and public administration the dual role of the EU as both a provider of e-government through its own internal activities and also as a facilitator or aggregator in the way it seeks to engender change and promote its ethos in member states across the EU cyberterrorism and its use both by terrorists and governments to pursue political agendas. Featuring in-depth case studies on the progress of e-government in the UK, France, Germany, Denmark, The Netherlands, Portugal, Greece, Slovenia, Hungary, and Estonia. These case studies address the above issues, whilst at the same time highlighting commonality and diversity in practice and the paradox between top-down strategies and the effort to engage wider civil participation via e-government. e-Government in Europe will be of interest to students and scholars of public policy, politics, media and communication studies, computing and information and communications technologies and European studies.

Book excerpt: Although Kierkegaard's reception was initially more or less limited to Scandinavia, it has for a long time now been a highly international affair. As his writings were translated into different languages his reputation spread, and he became read more and more by people increasingly distant from his native Denmark. While in Scandinavia, the attack on the Church in the last years of his life became something of a cause célèbre, later, many different aspects of his work became the object of serious scholarly investigation well beyond the original northern borders. As his reputation grew, he was co-opted by a number of different philosophical and religious movements in different contexts throughout the world. The three tomes of this volume attempt to record the history of this reception according to national and linguistic categories. Tome I covers the reception of Kierkegaard in Northern and Western Europe. The articles on Denmark, Norway, Sweden, Finland and Iceland can be said to trace Kierkegaard's influence in its more or less native Nordic Protestant context. Since the authors in these countries (with the exception of Finland) were not dependent on translations or other intermediaries, this represents the earliest tradition of Kierkegaard reception. The early German translations of his works opened the door for the next phase of the reception which expanded beyond the borders of the Nordic countries. The articles in the section on Western Europe trace his influence in Great Britain, the Netherlands and Flanders, Germany and Austria, and France. All of these countries and linguistic groups have their own extensive tradition of Kierkegaard reception.

Available in PDF, EPUB and Kindle. Book excerpt: ICTs, Citizens and Governance: After the Hype! aims to help researchers and practitioners to understand hypes about ICT and government without becoming cynical. Hypes can be functional in triggering processes of change, but one should be able to distinguish a ‘trigger’ from a realistic set of expectations. This book combines an analysis of the discourse (in terms of hypes) with an analysis of practices (in terms of stable routines and relational patterns). The relation between the discourse and resulting changing is complex, situational and interpretable in multiple ways but certainly merits our attention. To provide a serious analysis of hypes, the editors present a diversity of empirical material relating to technologies and government processes. The technologies vary from network infrastructures to CRM software to web services. Government processes range from service delivery to inspections and policing. The wide variety of technologies observed results in an assessment of realistic effects upon the various government processes. This publication provides an overview of hypes, backlashes and realistic assessments. The editors hope it will lessen the naïveté of readers who have blind faith in technological potential. At the same time, they hope to make serious scientists who discard hypes as being irrelevant more interested in the role these hypes play in the social construction of public administration in an information age.
