Evangelische Fachhochschule Darmstadt, Veranstaltung: Management in sozialen Organisationen, Sprache: Deutsch, Abstract: Oliver Hülsermann geht der Frage nach, über welche Kompetenzen eine Fachkraft verfügen sollte, die in der sozialpädagogischen Familienhilfe nach § 31 SGB VIII tätig ist. Dazu legt er eine Matrix vor, in der insgesamt 170 definierte Kompetenzen und vier mögliche Bildungsabschlüsse neun Kompetenzbereichen zugeordnet sind. Mit der Matrix wird das Ziel verfolgt, den Rahmen der Handlungsmöglichkeiten personal-verantwortlicher Führungskräfte auszubauen. Dies sowohl bei der Gewinnung adäquaten pädagogischen Personals für die sozialpädagogische Familienhilfe als auch hinsichtlich der (Weiter-) Qualifizierung bereits beschäftigter Mitarbeiter. Personalverantwortliche sollen mit Hilfe der Matrix Stellenausschreibungen und Stellenbeschreibungen arbeitsfeldbezogen entwickeln, Einstellungs- bzw. Bewerber-gespräche inhaltlich strukturieren sowie die Profession des Personals individuell und aufgabenbezogen weiterentwickeln können. Die Kompetenzmatrix ist das Ergebnis einer umfangreichen Forschung im Arbeitsfeld der sozialpädagogischen Familienhilfe. Die in der Matrix enthaltenen Kompetenzen wurden mittels Literaturauswertungen, Praxis- und Fallforschung (Teambefragung, Aktensichtung) sowie Interviews mit in unterschiedlicher Verbindung zur sozial-pädagogischen Familienhilfe stehenden Personen (Wissenschaftlerin, Jugendamtsmitar-beiterin, Einrichtungsleiter, Fachkraft, Klientin) generiert. Zudem wurde die Matrix personalverantwortlichen Führungskräften vorgelegt, die diese auf Eignung und Nutzbarkeit hinsichtlich der Personalgewinnung und Mitarbeiterqualifizierung testeten und beurteilten. Zur theoretischen Basis der Master-Thesis gehören die Betrachtung der rechtlichen Verortung und der vielfältigen Aufgabenbereiche einer sozialpädagogischen Familienhilfe, die Darstellung möglicher Schwierigkeiten bei der Personalauswahl im Bereich der sozialen Arbeit und die Veranschaulichung der Relevanz strukturierter Einstellungsgespräche für die Gewinnung geeigneten Personals. Theorie und Forschung münden hier, neben der Dokumentation und Interpretation durchgeführter Praxistests, in eine Sammlung von Überlegungen hinsichtlich der Anschlussrelevanz der Kompetenzmatrix an die Praxis. Im Mittelpunkt stehen hier die Chancen und Grenzen der Matrix und die sich daraus ergebenden Konsequenzen für die Gewinnung neuen und die (Weiter-) Qualifizierung bereits beschäftigten Personals.
