Book excerpt: DFID is right to focus more resources on fragile states if global poverty reduction goals are to be met. However, this report highlights a number of concerns about DFID's capacity to meet this and other new policy directions set out in the 2009 White Paper (Cm. 7656, ISBN 9780101765626), based on analysis of the Department's performance in 2008-09 (the Department's annual report 2008-09 published as HC 867-I,II, ISBN 9780102962154). Climate change, another key White Paper focus area, threatens progress on poverty reduction and will hit the poorest people first and hardest. The outcome of the Copenhagen Conference in December 2009 was disappointing and real progress needs to be made before the next conference at the end of this year. The White Paper also indicates that DFID will channel more funding through multilateral organisations including the EU, the UN and the World Bank. This offers the prospect of more coordinated delivery of aid, but only if these bodies increase their effectiveness and their poverty focus. The report also argues for speedier reform of the governance of the international financial institutions. The recession has had a significant impact on developing countries. It is estimated that an additional 90 million people will be affected by poverty as a combined result of the global food, financial and fuel crises over the last few years. Donors, including the UK, have responded and have sought to identify specific needs in developing countries, though many donors are failing to meet the aid commitments they have already made.

Only by doing so, will issues such as the legal status of mobility scooters, the appropriateness of proficiency tests and the rights of users to take the vehicles on public transport be adequately addressed. The Committee's report notes that the Department for Transport has launched a consultation on many of these issues, but is concerned that after a similar review in 2005, Ministers failed to act on many of its findings. With a growing number of mobility scooter users on the UK's pavements and roads, the MPs call on the Government to take decisive action where necessary.

The Committee believe the UK must continue to position itself closely alongside the US in the future, recognising the many mutual benefits which flow from close co-operation in particular areas. But the UK needs to be less deferential and more willing to say no to the US on those issues where the two countries' interests and values diverge.

Book excerpt: The mission of the MoD's (Ministry of Defence's) Defence Equipment and Support (DE & S) organisation is to equip and support our Armed Forces for operations now and in the future. Support to current operations in Afghanistan and Iraq has taken priority and the organisation has performed well. The Urgent Operational Requirement (UOR) system remains highly effective in enabling vital equipment to be provided quickly to the two theatres to meet rapidly changing threats, but there are concerns that UORs represent a partial failure to equip our forces for predicted expeditionary operations, and on their effects on the core budget in future years. DE & S' performance in procuring longer-term equipment declined significantly in 2007-08. The forecast costs for the 20 largest defence projects increased by £205 million and the forecast delays increased by some 100 months in the year. The improvements promised by both the long-standing application of the principles of 'smart procurement' and the more recent formation of the DE & S organisation appear not to have materialised. The FRES (Future Rapid Effect System) programme has been a fiasco, being poorly conceived and managed from the outset. The Committee condemns the failure to date to publish an updated version of the Defence Industrial Strategy and considers that its continuing absence increases the risk that the UK Defence Industrial Base will not be able to meet the future requirements of our Armed Forces. Finally, the UK's future military capability depends on the investment made today in Research and Development. Sufficient funding for defence research needs to be ring-fenced and the MoD must recognise the very high priority of research and reverse the recent cut in research spending.

Book excerpt: With failure to meet its statutory obligation to end fuel poverty imminent, the Government should instigate an action plan as a matter of urgency to help the millions of UK households who remain in fuel poverty as a result of fuel price rises. This report (HCP 37, session 2008-09, ISBN 9780215530622) on Energy efficiency and fuel poverty from the Environment, Food and Rural Affairs Committee states, that the Winter Fuel Payment should be made taxable and stopped for those paying higher rate tax so that more money can be directed to fund bigger and better-targeted energy efficiency programmes aimed in the first instance at the fuel poor. To ensure more rapid improvement of the entire English housing stock, the range of current energy efficiency programmes should be consolidated into one comprehensive area-based programme to upgrade all homes and to be delivered by local authorities. The Committee wants the Government to: produce a detailed "road map" setting out how to deliver a national plan to make every home in England energy efficient to a minimum SAP level of 65 and to SAP 81 wherever practicable (SAP is the Government's Standard Assessment Procedure for Energy Rating of Dwellings and uses a scale of 1 to 100, with a higher rating indicating a better level of energy efficiency); create a central budget into which energy companies pay their CERT contributions so that they can be pooled with money from other programmes, to fund a single consolidated comprehensive, area-based programme led by local authorities to deliver the national plan. The Committee also concludes that: resources for tackling fuel poverty are inadequate and getting worse. Warm Front, should see its budget increased rather than cut repeatedly and should now be extended to include all hard-to-treat properties. All schemes designed to help the fuel poor or improve energy efficiency would be better targeted if those organisations in charge of their delivery had better access to data on a range of variables including energy efficiency levels in homes, household incomes and fuel costs. The Department for Energy & Climate Change should survey current data needs and access arrangements as a matter of urgency.
