Book excerpt: This case examines stakeholder relations in the context of energy efficiency regulation in the province of Nova Scotia, Canada. In the summer of 2015, a hearing of the Nova Scotia Utility and Review Board determined the budget for the next three years for Efficiency Nova Scotia (ENS), an organization tasked with administering energy efficiency programs. The organization faced serious cuts due to recent regulatory changes and the response of the province's main electricity provider, Nova Scotia Power (NSP). Both ENS and NSP have to navigate a complex set of stakeholder relationships and vested interests in order to determine the best way to advocate for their goals in the context of political and economic realities. The case exposes students to non-business perspectives that affect strategic decision-making. It also offers insight into how power dynamics can lead to the prioritization of short-term gains, potentially at the expense of long-term sustainability measures.

Book Synopsis Securing our energy future? A review of Nova Scotia s energy sector in 2004 by : Larry Hughes
Download or read book Securing our energy future? A review of Nova Scotia s energy sector in 2004 written by Larry Hughes and published by Canadian Centre Policy Alternatives. This book was released on 2005 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: A review of Nova Scotia energy sector in 2004 Summary In 2003 and 2004, the Nova Scotia Department of Energy released annual "progress reports", intended to explain how the province was meeting the goals and objectives outlined in the 2001 Energy Strategy. [...] The province's existing Energy Strategy discuses energy security, primarily in terms of how the province's offshore natural gas supplies could be used to enhance the energy security of Nova Scotia, Canada and the US. [...] The reality is that the vast majority of the province's energy is imported leaving the Nova Scotia vulnerable to the volatility of the world energy markets. [...] One of the expected benefits of the offshore, touted by the Energy Strategy, was the development of a strong offshore services sector. [...] Given the decline in natural gas production from Nova Scotia's offshore, LNG appears to be one of the ways the province can continue to be a "player" in the natural gas field.

Book Synopsis Democratic Illusion by : Genevieve Fuji-Johnson
Download or read book Democratic Illusion written by Genevieve Fuji-Johnson and published by University of Toronto Press. This book was released on 2015-05-07 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: The theory of deliberative democracy promotes the creation of systems of governance in which citizens actively exchange ideas, engage in debate, and create laws that are responsive to their interests and aspirations. While deliberative processes are being adopted in an increasing number of cases, decision-making power remains mostly in the hands of traditional elites. In Democratic Illusion, Genevieve Fuji Johnson examines four representative examples: participatory budgeting in the Toronto Community Housing Corporation, Deliberative Polling by Nova Scotia Power Incorporated, a national consultation process by the Canadian Nuclear Waste Management Organization, and public consultations embedded in the development of official languages policies in Nunavut. In each case, measures that appeared to empower the public failed to challenge the status quo approach to either formulating or implementing policy. Illuminating a critical gap between deliberative democratic theory and its applications, this timely and important study shows what needs to be done to ensure deliberative processes offer more than the illusion of democracy.
