Chapter two describes the analytics of an NTM review, step by step through the key questions, for example, is there a market failure, which market is affected, what are the costs of regulatory action vs. the risks of deregulation, and explains how to answer these questions and how to go about quantification when it is possible. Chapter three focuses on the institutional setup and key principles required to successfully pursue the streamlining of regulations. Since the mid-1990s, developed countries have introduced new regulatory approaches aimed at improving the quality of the decision-making process by enhancing both the analytical framework used by policy makers and the participation of interested parties in the regulatory process. Finally, chapters four and five provide practical examples of streamlining NTMs. Chapter four overviews selected experiences with tackling the trade regulatory agenda at both country and regional levels. Chapter five presents case studies on streamlining NTMs, including technical regulation and prohibition, particularly illustrating the analytics that may support the review process. Finally, NTM reviews should be seen as part of national competitiveness agendas rather than as concessions to trading partners. When NTMs are perceived by the domestic private sector as hampering access to key inputs, business regulatory reviews should naturally lead to NTM reviews. Joint use of the triangle of products will facilitate the adoption by governments of coherent national competitiveness strategies centered on the reduction of trade costs.

Book excerpt: In this paper, we explore how tariff and standard-like Non-Tari Measures (NTMs) introduced by the EU are related with market conditions in domestic EU markets. While Tariffs work as a pure tax on import, standard-like NTMs potentially affect costs of both domestic firms and foreign exporters. NTMs may not necessarily work as protectionist measures and even induce pro-competitive effects in the domestic market in the longer term, especially if we allow for firms mobility. The impact could be different for large and small firms. We extend the model by Melitz and Ottaviano (2008) to include Non-Tariff barriers. We derive some testable implications relating Non-Tariff barriers to the number of firms selling in the domestic market and average efficiency. The link between NTMs and domestic market conditions depends on whether they involve new standards and technical specifications imposed on both domestic and foreign firms or, rather, the extension to foreign firms of standards and technical specifications already adopted by domestic firms. In the first case, there is a decline in the number of firms and in average productivity; in the second case, NTMs induce pro-competitive effects: an increase in the number of firms and of average productivity. We then take the model to the data for a group of European countries and manufacturing industries. We combine Compnet data for 15 EU countries in 2001-2012, providing information on firms performance at the industry level and by size class, with the STC WTO-I-TIP database, with information on Specific Trade Concerns raised at the WTO on NTMs and with the Trains database with information on Tariffs. The NTMs that we consider have similar effects as in the second NTMs case in the theoretical model; the results for Tariff are in the same direction, albeit of a larger magnitude. These results are consistent with a theoretical framework allowing for firms mobility in the longer term.

We first present a statistical summary of the status of global trade protection. Then, based on a monopolistic competition trade model and 1994 cross-country data on trade barriers, trade flows, and production, we estimate the import-reducing effect of trade barriers including both tariffs and non-tariff barriers (NTBs). We use the disaggregated cross-country, cross-industry data on manufactured goods and, unlike previous studies, our sample covers a broad range of countries-more than 70 in total-including countries from the most developed ones like those in the Group of Seven to the least developed one, Bangladesh. We specify an empirical model that captures the stylized facts well and helps generate sensible estimates. Our econometric framework is designed to control for the simultaneous determination of trade flows, trade barriers, and production. We find that both tariff and NTBs are quite significant in restricting imports.

Book excerpt: The empirical evidence on the impact of import competition on economic performance relies mainly on import tariff liberalization as the source of changes to competition. This paper extends this evidence by focusing on non-tariff measures, an increasingly important trade policy tool globally. The analysis examines the competition effect of four specific non-tariff measures on the exporting activity of the universe of Indonesian firms. The focus is on measures that do not clearly address any negative externalities of imports - the supposed objective of non-tariff measures - and hence appear to be protectionist in nature. The results suggest that by restricting import competition, these measures reduce the survival of firms in export markets as well as the intensive and extensive margins of their exports. Non-tariff measures have a more negative effect than import tariffs in most cases and these results are robust to various checks. The analysis provides suggestive evidence that markups are an important channel through which these effects are mediated.
