Book excerpt: When the United States' founding fathers set up a federal system of government, they asked a question that has never been satisfactorily settled: How much governmental authority belongs to the states, and how much to the national government? In an atmosphere of changing priorities and power bases, the Committee on National Urban Policy convened a symposium to address this division. The symposium examined the "New Federalism" as it relates to the Supreme Court, urban development, taxpayers, job training, and related topics. "Throughout the symposium the future evolution of the American federal system was debated," says the book's summary. "Yet whatever new idea or theory emerges, it is likely to continue to include the inevitable conflict between the allegiance to a national government and the respect for state and local loyalties."

Available in PDF, EPUB and Kindle. Book excerpt: Here is the most comprehensive and authoritative work to date on relationships between the economy and politics in the years from Eisenhower through Reagan. Extending and deepening his earlier work, which had major impact in both political science and economics, Hibbs traces the patterns in and sources of postwar growth, unemployment, and inflation. He identifies which groups win and lose from inflations and recessions. He also shows how voters' perceptions and reactions to economic events affect the electoral fortunes of political parties and presidents. Hibbs's analyses demonstrate that political officials in a democratic society ignore the economic interests and demands of their constituents at their peril, because episodes of prosperity and austerity frequently have critical influence on voters' behavior at the polls. The consequences of Eisenhower's last recession, of Ford's unwillingness to stimulate the economy, of Carter's stalled recovery were electorally fatal, whereas Johnson's, Nixon's, and Reagan's successes in presiding over rising employment and real incomes helped win elections. The book develops a major theory of macroeconomic policy action that explains why priority is given to growth, unemployment, inflation, and income distribution shifts with changes in partisan control of the White House. The analysis shows how such policy priorities conform to the underlying economic interests and preferences of the governing party's core political supporters. Throughout the study Hibbs is careful to take account of domestic institutional arrangements and international economic events that constrain domestic policy effectiveness and influence domestic economic outcomes. Hibbs's interdisciplinary approach yields more rigorous and more persuasive characterizations of the American political economy than either purely economic, apolitical analyses or purely partisan, politicized accounts. His book provides a useful benchmark for the advocacy of new policies for the 1990s--a handy volume for politicians and their staffs, as well as for students and teachers of politics and economics.

Available in PDF, EPUB and Kindle. Book excerpt: This book assembles nine papers on tax progressivity and its relationship to income inequality, written by leading public finance economists. The papers document the changes during the 1980s in progressivity at the federal, state, and local level in the US. One chapter investigates the extent to which the declining progressivity contributed to the well-documented increase in income inequality over the past two decades, while others investigate the economic impact and cost of progressive tax systems. Special attention is given to the behavioral response to taxation of high-income individuals, portfolio behavior, and the taxation of capital gains. The concluding set of essays addresses the contentious issue of what constitutes a 'fair' tax system, contrasting public attitudes towards alternative tax systems to economists' notions of fairness. Each essay is followed by remarks of a commentator plus a summary of the discussion among contributors.

Available in PDF, EPUB and Kindle. Book excerpt: This analysis of the implications for children of the FY 1987 Federal budget begins by criticizing the Reagan administration's policy on poor children and families and recommending needed action. Chapter 1 provides a rationale for investing in children and families. Specific attention is given to costs of child poverty, declining Federal help for children in poverty, President Reagan's FY 1987 budget, and the impact of the Gramm-Rudman Amendment. Chapters 2 and 3 outline a Children's Survival Bill and a new policy agenda designed to prevent teen pregnancy and to build self-sufficient youth. Chapter 4 explores aspects of the Gramm-Rudman Balanced Budget and Emergency Deficit Control Act of 1985. Chapter 5 offers an executive summary of the remaining 15 chapters which concern health; family income; taxes and poor families; food assistance; housing and homelessness; preventing adolescent pregnancy and building youth self-sufficiency; education; youth employment; abused and neglected children and others with special needs; runaway youth and others in the juvenile justice system; child care; Head Start; energy assistance for families; legal services; and civil rights. Appended are related information about Congress, selected recent publications on the budget and the effects of President Reagan's policies, a list of other resource organizations, and approximately 40 pages of data on children, poverty, and federal programs.
