Book excerpt: This thesis consists of two studies analyzing the first phase of the Cocoa Livelihood Program (CLP-I), a current World Cocoa Foundation (WCF) development project, sponsored by the Bill and Melinda Gates Foundation and aimed at improving the livelihood of small scale cocoa producers in Sub-Saharan Africa. The first study uses a difference-in-differences econometric model to estimate yield enhancements attributable to farmer field schools which CLP implements. The results show a 32%, 34%, 50% and 62% increase in cocoa yield for Ghana, Cote d'Ivoire, Nigeria and Cameroon, respectively. These yield enhancements have the potential to increase income by 26%, 29%, 48%, and 87% for cocoa farmers in Ghana, Cote d'Ivoire, Nigeria and Cameroon, respectively. The benefit-cost ratios of the program are estimated to range from US $18- US $62. Building on the results from the econometric analysis, the second study develops a Farm Household Model to analyze the direct cocoa market and indirect spillover effects of CLP and demand expansion on equilibrium price and quantities in the Ghanaian food and cocoa markets, and welfare. The results show that net welfare gains are higher for CLP households relative to non-CLP households. The spillover effects in the maize, cassava, and yam markets are minimal while the rice market experiences a modest increase in its price. The net welfare for Ghana and the world are both positive. Sensitivity analysis shows that cocoa price declines as the CLP participation rate increases and rises as world cocoa demand expands. Also, at a CLP participation rate greater than 59%, net gains from the program in Ghana become negative due to a declining cocoa price as supply increases. Based on these results, CLP could be expanded from its current rate of 6.25% of cocoa farmers to 59%. However without demand expansion, expanding CLP participation beyond 59%, will lead to welfare losses in Ghana. Hence, marketing and cocoa demand expansion are equally as important as production expansion to increase rural farm household income. Given the expected increase in world cocoa demand, this is a crucial time to promote Sub-Sahara African cocoa and further establish supply links in this burgeoning market.

Agriculture in Sierra Leone is diverse but the highest potential for increasing rural income is attached to cocoa production. Cocoa producers in the Eastern region have an option to sell their cocoa to cooperatives, companies, petty traders, resident and Lebanese buyers. Producer marketing decision is key to breaking a vicious circle of low quality, prices and incentives that hinder overall development in the sector and poverty alleviation. The purpose of this study was therefore to better understand marketing behaviour of cocoa producers in Sierra Leone with the help of New Institutional Economics. In this study, the concept of Power Resources was employed and complemented by a Value Chain Analysis to study factors which influence cocoa marketing decisions. Both qualitative and quantitative research methods were applied. First, qualitative research activities included 20 Focus Group Discussions with farmers in selected communities in the Eastern province. The research team then returned to respective communities to conduct questionnaires with 100 farmers. Considering the twelve Power Resources investigated in greater detail showed that those related to transaction costs, risks, exit possibilities, sanction power and credibility affect marketing decisions the most. The results revealed that farmers are encouraged to sell to cooperatives because of relatively lower transaction costs, risks and credible commitments. It was further found that farmers are discouraged to sell to petty traders and Lebanese buyers amongst others because of the lack of market information, the fear of being cheated and high price risks. Farmers were further found to face comparably high exit costs in transactions with cooperatives, companies and Lebanese buyers because of strong dependency and parallel business relations as well as unavailability of alternative market outlets. Furthermore, it was discovered that farmers are poorly endowed in sanction power and therefore prefer to sell to resident buyers who could be sued to the traditional chiefs in case of transaction problems. Overall, the principal conclusion was that Power Resource endowments in the Sierra Leone cocoa market encourage producers to sell to cooperatives while discouraging farmers to sell to petty traders and Lebanese buyers.

Book excerpt: Billions of dollars are invested in development programs, all of which have a monitoring and evaluation component and consider only the programs' intended effects while ignoring their market effects on prices. This study analyzes the market effects of the Cocoa Livelihood Program (CLP) in Ghana. To evaluate both the benefits to cocoa farmers and market outcomes of CLP on cocoa and other noncocoa markets, this study simulates a partial-equilibrium farm household model. The analysis shows that CLP participating households benefit by U.S.$154 per household, while nonparticipating households benefit (through market outcome) by only U.S.$21 per household, at the 2016 participation rate of 6 percent. The net welfare changes in staple food markets (maize, rice, cassava, and yam) attributable to CLP, is estimated at U.S.$850 per household. A rise in the CLP participation rate leads to a decline in the Ghanaian cocoa price. However, net gains from the program become negative at participation rates of more than 60 percent, as supply increases and the cocoa price falls. This result suggests that CLP participation could be expanded up to 60 percent of Ghana's cocoa producing households. However, expanding cocoa demand is equally as important as expanding production if participation rates exceed 60 percent.

Book excerpt: This thesis aims to increase our understanding of the current constraints to sustainable cocoa intensification in Cameroon and the extent to which service delivery in the sector is adequate. To this end, four levels of analysis are considered: farmers' perceptions of cocoa farming practices and ability to innovate; the socio-economic, socio-demographic, and farm factors that influence the intensity of adoption of cocoa best management practices (BMPs), cocoa yield, and net returns; the availability and quality of services provided to farmers in relation to their needs; and the extent of service integration in the pluralistic actor landscape. Qualitative and quantitative research methods are used, combining descriptive, inferential, econometric, thematic, and social network analysis. The results show that the level of awareness of BMPs among cocoa farmers is high. The intensity of BMPs adoption is mostly constrained by farmers' perceptions and their inability to access productive resources, leading to a prioritisation of BMPs that varies by location. Access to services increased the adoption of BMPs, but was not necessarily translated into higher yields or net returns. There was a mismatch between the services farmers received and what they demanded. Access to, demand for, and satisfaction with services were influenced by several factors. Location, involvement in certification, seniority, and leadership in farmer organisations were significantly associated with access to and demand for services, while satisfaction with the quality of services was mostly influenced by previous services received and the extent to which they met expectations. Different criteria for assessing service quality were identified and their importance varied between services. The service delivery landscape was highly fragmented, with overlapping functions between actors, partly due to limited communication, collaboration, and coordination. As a result, the effectiveness and efficiency of existing interventions was limited, resulting in inadequate geographical coverage and the exclusion of some farmers from the service delivery stream. To foster the transition towards sustainable cocoa production systems, the thesis advocates for changes in the cocoa sector governance. In terms of policy implications, the findings point to the need for a more prominent role of the state in the governance of the cocoa value chain, and for international agreements and negotiations based on win-win partnerships between sourcing-and-producing countries and resulting in the co-construction of solutions and strategies to address the sector’s sustainability challenges. Specifically, government capacity should be strengthened to allow it to facilitate and create an enabling environment for greater integration of service delivery. Public-private partnerships to improve the match between services provided and farmers' needs should be strengthened, holistic and integrated solutions prioritised, and synergies and inclusiveness in the design and implementation of interventions increased. The thesis further recommends that adoption in the context of cocoa farming should be properly conceptualised, and interventions to promote BMPs operationalised taking into account the complexity of cocoa BMPs and the inter- and intra-plot heterogeneity of cocoa farms. In addition, researchers are encouraged to prioritise longitudinal studies in cocoa research, and perennial crops in general, to better understand the dynamics of the adoption of BMPs and its impact on household livelihood strategies.
