Book excerpt: As the technical sophistication of military weapon and support systems has increased, the services have sought new ways to use technology to train for more complex tasks. Prominent among new training technologies is interactive videodisc (IVD) technology, which links a microcomputer and laser videodisc to provide interactive instruction with high-resolution video displays. This report documents two RAND studies of Army IVD applications, employing rigorous experimental designs and post-experimental performance assessments to evaluate the effects of alternative uses of IVD in Army communications training. The report describes the conditions under which IVD technology can be beneficial in two common applications: as a supplement to existing training, or as a substitute for more expensive resources.

Book excerpt: Lifelong Learning Centers (LLCs) comprise a suite of technologies that enable online posting of schoolhouse curricula and collaboration among distributed learners. These technologies connect the field Army to Army schoolhouses, simultaneously improving course currency and supporting training in the field. The impact of lifelong learning on organizational excellence seems clear. However, it is unknown how LLCs promote readiness using educational technology and how LLC effectiveness should be measured. The purpose of this research was to develop a comprehensive, generalizable framework for conceptualizing the effectiveness of LLCs and for capturing the drivers of success. The framework and associated metrics were used to conduct an evaluation of a pilot LLC located at Fort Leavenworth. This evaluation indicated the importance of taking a causal approach. An assessment of outcomes alone would have indicated that the initiative had achieved its goals but would have obscured the fact that some of these goals--teaching and learning effectiveness--were achieved largely independently of the use of learning technologies. The basis of the framework in theory makes it generalizable not only across current and future LLCs, but also across other blended learning initiatives, addressing a gap in the scholarly literature regarding the effectiveness assessment of educational technology.

Book excerpt: Using the Armor Officer Advanced Course (AOAC) as a case study, this report identifies alternative approaches for individual training and analyzes their cost implications. The study shows that 5 percent of the material in the AOAC is unrelated to job performance and could be considered for elimination from resident training. The study also finds that distributed training can provide some savings; however, its potential is limited because the amount of the distributable material is smaller than initial expectations-on the order of 25 percent, not the 40 to 60 percent called for in initial planning. Cost savings from distributed training depend on the mix of training media and technologies to conduct it (the higher tech the mix, the greater the start-up costs and the smaller the recurring savings) and on whether sufficient capacity exists to conduct it at soldiers' home stations. Ultimately, the study argues for a modest role for distributed training, involving in-place technologies such as paper, videotape, and personal computers, and only as much material as can be absorbed by soldiers and field units without interfering with daily operations and readiness.
