Book excerpt: Benefit-Cost Analysis (BCA) aids in making capital investment decisions by determining whether the benefits of a proposed action justify its costs. This synthesis, Effective Practices for Preparing Airport Improvement Program Benefit-Cost Analysis, defines and describes benefit assessment techniques used by airports as well as other modes, highlights best practices, and identifies inconsistencies of how benefits are calculated and where there is confusion in the benefit-cost guidance published by the FAA. The project focused on a review of benefit-cost literature, including benefit-cost analyses submitted to the FAA, and structured interviews with airport managers and other applicants, consultants who prepared BCA studies, and FAA staff. BCA is a tool to aid agencies in project selection and prioritization. At its core, it is a computational tool to determine whether an investment will generate benefits that will exceed its costs. This analysis is accomplished by expressing all current and future benefits and costs on an equivalent basis, which is their present value (PV). A project is economically efficient if it has a positive Net Present Value (calculated as the PV of benefits minus the PV of costs), and hence also a Benefit-Cost Ratio exceeding one.

The assessment centers on the Airport Improvement Program (AIP), the current federal airport grant program, but the findings and conclusions are also applicable to airport projects funded by other sources -- e.g., non-AIP state and local funding. An estimate is made of the major airside life-cycle benefits that have accrued and that are expected to accrue from capital and planning investments made under the AIP from FY 1982 through FY1985 inclusively and their attendant life-cycle operations and maintenance costs. Because not all types of benefits are quantified, the study should be considered conservative in that it probably understates total investment impact. Benefits consist of improved airport safety, preservation of airport capacity, environmental protection and economic development. Costs consists of capital and planning investments and the attendant life-cycle operations and maintenance costs. The life-cycle benefits quantified total $25.28 billion (1985 dollars at 1985 discounted present value). Comparing this with the corresponding life-cycle costs of $6.32 billion yields a benefit/cost ratio of 4.00 to 1.

The handbook is designed to improve the process by which infrastructure investment strategies are evaluated, with an emphasis on ensuring climate-related resiliency. Procedures for presenting assumptions and results transparently and for implementing the process are also included so that industry users and decision makers can understand and communicate the outcome of the analytical process. Based on data availability, the analytical methods included in the handbook focus on two specific areas of climate change likely to affect airports (although these methods can, in principle, be used more widely): (1) the potential for extreme flooding events resulting from storm surge and sea level rise near coastal airports, and (2) the potential for rising temperatures that require weight restrictions on aircraft takeoffs (or possibly full flight delays) at airports with shorter runways in warm climates or at high elevations. The results available from application of the suggested methodologies do not necessarily make the decision of whether to invest in a mitigation project to combat climate change any easier but, rather, provide a full range of potential outcomes and possibilities for airport planners and managers to consider. Using this methodology, airport decision makers can then determine how much risk from uncertain climate change and extreme weather events they are willing or able to accommodate. Implementation of the methods presented in the handbook can be used to obtain essential quantifiable estimates of those risks, which is of particular value to airport financial professionals. The handbook is accompanied by a set of Microsoft Excel models to support the decision-making process (one for extreme water rise causing potential flooding events, and the other for high temperatures that may affect weight restrictions on aircraft takeoffs), a video tutorial, a report summary document, and an executive briefing to help decision makers understand the process
