Book excerpt: Abstract: This hearing is another phase of the committee's efforts to study this year's disasterous drought and its impact on various segments of our economy. This document focuses on the impact of the drought on consumers. As taxpayers, consumers have financed the drought relief bill and the committee is attempting to prevent any unnatural price rises in food that would again hit the consumer. Testimony is received from U.S. General Accounting Office officials, a state agriculture dept. represent, a private social advocacy organization, an industry representative, and four research specialists from the Congressional Research Service.

Book excerpt: The U.S. food system provides many benefits, not the least of which is a safe, nutritious and consistent food supply. However, the same system also creates significant environmental, public health, and other costs that generally are not recognized and not accounted for in the retail price of food. These include greenhouse gas (GHG) emissions, soil erosion, air pollution, and their environmental consequences, the transfer of antibiotic resistance from food animals to human, and other human health outcomes, including foodborne illnesses and chronic disease. Some external costs which are also known as externalities are accounted for in ways that do not involve increasing the price of food. But many are not. They are borne involuntarily by society at large. A better understanding of external costs would help decision makers at all stages of the life cycle to expand the benefits of the U.S. food system even further. The Institute of Medicine (IOM) and the National Research Council (NRC) with support from the U.S. Centers for Disease Control and Prevention (CDC) convened a public workshop on April 23-23, 2012, to explore the external costs of food, methodologies for quantifying those costs, and the limitations of the methodologies. The workshop was intended to be an information-gathering activity only. Given the complexity of the issues and the broad areas of expertise involved, workshop presentations and discussions represent only a small portion of the current knowledge and are by no means comprehensive. The focus was on the environmental and health impacts of food, using externalities as a basis for discussion and animal products as a case study. The intention was not to quantify costs or benefits, but rather to lay the groundwork for doing so. A major goal of the workshop was to identify information sources and methodologies required to recognize and estimate the costs and benefits of environmental and public health consequences associated with the U.S. food system. It was anticipated that the workshop would provide the basis for a follow-up consensus study of the subject and that a central task of the consensus study will be to develop a framework for a full-scale accounting of the environmental and public health effects for all food products of the U.S. food system. Exploring Health and Environmental Costs of Food: Workshop Summary provides the basis for a follow-up planning discussion involving members of the IOM Food and Nutrition Board and the NRC Board on Agriculture and Natural Resources and others to develop the scope and areas of expertise needed for a larger-scale, consensus study of the subject.

Book excerpt: We analyze the evolution of crop and livestock producer prices and wages of unskilled laborers in Ethiopia between January 2014 and January 2017 to evaluate the effect of El Niño triggered droughts – which started in 2015 – that massively impacted parts of the country. The analyses reveal no evidence of widespread adverse price effects of the drought in cereal and labor markets. Real prices of major cereals were lower in January 2017 compared to three years earlier, especially for maize, sorghum, and wheat – the crops that are the major source of calories in areas that were most hit by drought. The decline in the cost of cereals in the food basket in January 2017 compared to three years earlier was estimated at 13.3 percent at the national level. Moreover, this decline in cereal costs was highest in areas most affected by the drought, possibly indicating the effect of major cereal imports and food aid directed to these areas. Considering crop and livestock prices jointly, the analysis reveals that livestock-cereal terms of trade improved. This is mainly due to the fact that although livestock prices declined during this period, as is usually seen in droughts, this decline was less than the decline in prices of cereals in such areas. The fluctuating behavior of cereal prices since January 2015 strikingly contrasts with the El Niño triggered major drought during 1997/98 in Ethiopia. During that period, cereal production declined by 25 percent compared to the year before, with significant increases in the real price of cereals, ranging between 15 and 45 percent. In contrast, in 2016 real cereal prices declined, which appears consistent with the relatively larger cereal imports and lower impacts of the drought on national cereal production in 2015/16.

Book excerpt: Seminar paper from the year 2017 in the subject Geography / Earth Science - Meteorology, Aeronomy, Climatology, grade: A, Bahir Dar University (Institute of Disaster Risk Management and Food security Studies), course: SINER SEMINAR, language: English, abstract: This paper reviews the impact of drought on pastoral societies in their livelihood system. Livestock mortalities and morbidity, human morbidity, conflicts, food insecurity, reduction of livestock prices, and increase in food prices were among the socioeconomic impacts of drought experienced. Drought have also a great impact in pastoral society’s in terms of decreasing livestock trade and marketing, increasing conflict and insecurity, decrease the education and increase destitution among the societies. Drought is a major cause of poverty in pastoral communities. Pastoralists experience decline in levels of productivity from their herds following losses in livestock capital from deaths, low calving rates, low milk production and weight loss, which consequently reduce the market value of livestock through drought. It is therefore a fact that drought results in destruction and collapse of pastoralists livelihoods, dependence on food aid and long-term destitution. Furthermore, reduction of pastoralists’ purchasing power is one of the important economic effects of recurrent droughts. To cater for their nutritional and energy needs, pastoral communities purchase cereals and other foods with the proceeds from sales of livestock and livestock products.

Available in PDF, EPUB and Kindle. Book excerpt: Remote Sensing of Drought: Innovative Monitoring Approaches presents emerging remote sensing-based tools and techniques that can be applied to operational drought monitoring and early warning around the world. The first book to focus on remote sensing and drought monitoring, it brings together a wealth of information that has been scattered throughout the literature and across many disciplines. Featuring contributions by leading scientists, it assembles a cross-section of globally applicable techniques that are currently operational or have potential to be operational in the near future. The book explores a range of applications for monitoring four critical components of the hydrological cycle related to drought: vegetation health, evapotranspiration, soil moisture and groundwater, and precipitation. These applications use remotely sensed optical, thermal, microwave, radar, and gravity data from instruments such as AMSR-E, GOES, GRACE, MERIS, MODIS, and Landsat and implement several advanced modeling and data assimilation techniques. Examples show how to integrate this information into routine drought products. The book also examines the role of satellite remote sensing within traditional drought monitoring, as well as current challenges and future prospects. Improving drought monitoring is becoming increasingly important in addressing a wide range of societal issues, from food security and water scarcity to human health, ecosystem services, and energy production. This unique book surveys innovative remote sensing approaches to provide you with new perspectives on large-area drought monitoring and early warning.

Available in PDF, EPUB and Kindle. Book excerpt: The agriculture system is under pressure to increase production every year as global population expands and more people move from a diet mostly made up of grains, to one with more meat, dairy and processed foods. This book uses a decade of primary research to examine how weather and climate, as measured by variations in the growing season using satellite remote sensing, has affected agricultural production, food prices and access to food in food-insecure regions of the world. The author reviews environmental, economics and multidisciplinary research to describe the connection between global environmental change, changing weather conditions and local staple food price variability. The context of the analysis is the humanitarian aid community, using the guidance of the USAID Famine Early Warning Systems Network and the United Nation’s World Food Program in their response to food security crises. These organizations have worked over the past three decades to provide baseline information on food production through satellite remote sensing data and agricultural yield models, as well as assessments of food access through a food price database. These datasets are used to describe the connection, and to demonstrate the importance of these metrics in overall outcomes in food-insecure communities.
