Book excerpt: Since the early 1990s, Congress has supplemented the Department of Education's (Education) Impact Aid program by providing funds for the Department of Defense's (DOD) Impact Aid program to compensate school districts with a high number of military dependent students. The National Defense Authorization Act for Fiscal Year 2010 required GAO to review the use of these funds. GAO reviewed (1) what is known about the utilization and effectiveness of DOD Impact Aid funds, (2) the challenges faced by school districts in serving military dependent students, and (3) how DOD and Education have collaborated on their assistance. To address these issues, GAO conducted a Web-based survey of all 154 school districts that received DOD Impact Aid in any year from 2001 to 2009, with a response rate of 77 percent. GAO also interviewed officials from DOD and Education and seven school districts in five states, ranging in school district size, location, and percentage of military dependent students. The findings from these visits cannot be projected nationwide, but illustrate valuable perspectives. GAO recommends that the Secretary of Education determine whether to require school districts to report data on the academic outcomes of military dependent students, and if so, to determine the need for any additional legislative authority. Education agreed with GAO's recommendation, and DOD provided oral concurrence. Appended are: (1) Objectives, Scope, and Methodology; (2) Information on Additional Mandate Provisions; (3) The 13 Objectives from Education and DOD's MOU; (4) Comments from the Department of Education; and (5) GAO Contact and Staff Acknowledgments. Book excerpt: Closing the achievement gap in public education means all students are expected to be learning at grade level. In response to federal mandates requiring schools to attain specific student achievement benchmarks, many schools are placing greater resources into support programs designed to increase student achievement. Military dependent students experience unique challenges including, ongoing parent absences, extended parental deployments, and frequent moving and relocation. In California Unified School District (CUSD) where 37% of the student population is military connected, these challenges can place military dependent students at risk of failing socially, emotionally and academically. As a result, CUSD implemented an individualized, computer-assisted instructional model to support military dependent students performing below grade level. The purpose of this study was to provide additional, value-added information, to the findings of the district's annual assessment report of a three-year federally funded grant designed to close the mathematics achievement gap for military dependent students performing below grade level at a California middle school. This study focused on the value-added support program titled, Students Achieving Through Technology (SATT-21) a three year, 1.4 million dollar federally funded grant designated to CUSD in order to address the achievement gap of military dependent students performing below grade level in mathematics. The researcher used a qualitative approach (survey and interviews) to gain insights into the perceptions, concerns, and suggestions of the participants involved in the SATT-21 program at the district's middle school to address the research questions posed for the study. After a careful analysis of the district's annual assessment report, in combination with the responses from the participant's experiences in the program, findings revealed three major focus areas associated with the grant: (1) communication, (2) curriculum, and (3) professional development. Numerous themes emerged within each of the focus areas which supported suggestions and recommendations for the SATT-21 program. The results of this study provide value-added information for the district and stakeholders investing resources into school support programs designed to increase student achievement, particularly for military dependent students performing below grade level in mathematics.

Parental control over their children's education has gained impressive momentum in recent years at the state level. Meanwhile, states have been increasingly willing to relinquish sovereignty over education in exchange for more federal dollars. Failure would help bring clarity to these issues by examining whether students and the country better off after 30 years with the Department of Education and suggesting alternatives to an ever-expanding federal education bureaucracy. Part I would begin by examining the development of the current Department of Education, including the legislation that gave rise to it, and the pressure groups that have shaped it. Additional chapters would examine related issues including the arguments for and against the creation of a national education department, its origin, current structure, spending, and growth over time. Part II would examine the results to date against the education department's own standards. These include overall student achievement nationally before and after the advent of the Department of Education as well as international comparisons of U.S. student achievement. Outcomes of some of the largest Department of Education programs would also be considered in this section, along with some of the lesser-known department programs and initiatives. Part III would examine truly federal alternatives to the current tug-of-war between the national and state governments in light of the growing parental-choice movement. Included in this section would be chapters examining a strict-constitutionalist model, which denies any federal authority in education. Another alternative model examined would be the National Bureau of Education model, inspired by the original 1867 precursor to the current Department of Education, whose primary mission was to serve as a repository of information so schools nationwide could emulate best practices. In addition, this section would seek to include cross-country comparisons of education systems of top-performing Organization of Economic Cooperation and Development (OECD) countries.
