Book excerpt: This book discusses international education and the emergence of Pennsylvania's Partnership for International Competence (PPIC), a partnership that evolved to guarantee that Pennsylvania remains a major actor in the world economy. Individuals from the corporate, labor, educational, and government sectors contributed articles to the areas of discussion. Section 1 includes 10 articles on the various perspectives of these different sectors towards developing international competencies for Pennsylvania, and how that development will impact upon Pennsylvania education, trade, private industry, global views, and policy planning. Section 2 is a short history of the Pennsylvania Council for International Education, founded in 1971, and devoted to the development of international education through the public and private educational structure in Pennsylvania. Section 3 discusses the dimensions of the task of developing international competence. Section 4 includes six views representing the various sectors that make up the PPIC, and what each sector can contribute to that partnership. Section 5 includes 30 articles discussing several initiatives and programs that will contribute to the development of international competency in the areas of geography and life sciences, languages, history, basic education, higher education, basic/higher education collaborations, education/business networking, and education and communication/technology. A blueprint for the development of an internationally competent Pennsylvania and a list of 12 additional resources conclude this collection. (PPB)

Book excerpt: The purpose of this research was to better understand how student participants from the Pennsylvania State University developed global awareness, global understanding, and the ability to effectively apply intercultural knowledge, skills collectively known as "global competency" during a short-term, faculty-led study abroad program through the lens of Kolb's (1984) Experiential Learning Theory. This research was undertaken to better understand the phenomenon of how global competencies are curated during study abroad programs. In gaining insights into this topic, those in the field of international education should be able to better conceive programs that achieve gains in global competence. This study was conducted by having qualified program participants complete an interview, utilizing Critical Incident Technique (CIT). The interview questions explored how the development of global awareness, global understanding, and the ability to effectively apply intercultural knowledge occurred, as well as the factors that helped or hindered this development.

In international higher education, the number of students who now engage in mobility and exchange has expanded globally, along with the administrative cadre that manages all facets of internationalization, and the quickly growing scholarly attention to understanding the phenomenon. In this process, two distinct professional categories have emerged: those who ‘study it’ and those who ‘do it’ – the scholars and the practitioners. Practitioners are seen as those who manage the daily logistical flow of students and personnel around the globe, while scholars are seen as those who conduct research, collect and analyze data, and publish findings to inform, improve, and justify the activity. Book excerpt: This convergent parallel mixed-methods case study examined the global competence of teachers at a high school in south-central Pennsylvania to provide awareness into skills and aptitudes teachers may be lacking and perceptions of their preparedness to teach for global competence. The problem that exists is high school teachers may lack global competence skills and aptitudes required for readiness to prepare students to compete in the global workplace and may not be prepared to teach those skills and aptitudes. Given the lack of research in teacher global competence, this study aimed to provide awareness into global competence areas teachers may lack and their preparedness to teach for global competence. The researcher gathered both quantitative data through the use of the Global Competence Aptitude Assessment, and qualitative data through one-on-one interviews to provide perceptions of teachers' understanding of skills and aptitudes needed and their preparedness to teach for global competence. Research questions focused on the extent teachers at a high school in south-central Pennsylvania are prepared with global competence skills and aptitudes to address the needs of students for the global workplace, if there is a statistically significant difference between their levels of global competence and the global norm, how teachers describe global competence skills and aptitudes necessary for students to compete globally and what teachers perceive is their preparedness to teach global competence skills and aptitudes. Findings report that there was not a statistically significant difference between the global competence of the teachers in this study compared to the global norm (Teachers: M=73.25 and M=69.54, other educators: M=77 and M=69). However, responses from teacher interviews indicate perceptions of unpreparedness to teach skills and aptitudes and a lack of global competence themselves. This study advances research in global competence by identifying the global competence of teachers and their perceptions of preparedness to teach students the skills and aptitudes needed for the global workplace. Recommendations for future research include exploring the cause of teacher perceptions of a lack of global competence and to further examine the skills and aptitudes they lack to better prepare them during teacher preparation and with professional development.
