Some reforms are likely to give local entities, including schools, greater control over education finances. In 2007, the Government of Egypt began to decentralize some non-personnel recurrent finances from the Ministry of Education and the Ministry of Finance (MOF) to lower-level jurisdictions using a number of simple and transparent enrollment- and poverty-based funding formulas. By 2010, a sizable amount of capital expenditure was also being transferred to lower levels of the system via similar equity-based funding formulas. Prior to these formula-based decentralization efforts, a large amount of education-related non-personnel recurrent finances had been moving from the MOF to the muderiyat. Analysis of these latter allocations reveals that they are highly inequitable on an inter-governorate per-student basis, ranging from EGP 966 per student in New Valley to EGP 25 per student in 6th of October. This paper examines the nature and potential causes of this inequity and puts forth a way in which these funds could also be transferred using an equity-based funding formula that “holds harmless” those muderiyat that would lose absolute amounts of money under a more equitable distribution scheme.

Book excerpt: Over the period 2007–2013, a series of undertakings were made to introduce fundamental elements of decentralized education finance to Egypt. In 2009, 8.4M Egyptian pounds (EGP) of the Government of Egypt’s (GOE) budget was decentralized to every primary school in three pilot governorates. By 2013, EGP 1.2B of the GOE’s money had been decentralized nationwide. This paper describes what these undertakings strived to achieve, what specifically was done to achieve these objectives, the degree to which these objectives were achieved, the reasons why they were achieved to the degree they were with particular attention paid to the institutional and political context within which these undertakings unfolded. The account of the technical work that was undertaken to decentralize these funds is important, but more important is the account of the interplay between the technical work, the fact that this work supported a GOE-led initiative, and the volatile political environment—pre-revolution, revolution, and post-revolution Egypt—in which the work was done for it is here where important lessons about reform emerge.

From the Revolution of 1952, which saw the breakdown of the party system, seen as ‘sham democracy’, to the re-adoption of the party system in 1976, the Egyptian government has searched for an ideal system that is secular, but not irreligious, and benefitting from, but not copying, the western or eastern models. Professor Hyde has analysed the problems of the educational system, administrative, institutional, theoretical and practical, and related them to Egypt’s urgent need to modernise the state, and to improve the quality of life of her hitherto deprived masses. The deficiencies of the system are discussed with emphasis on the attempts to provide solutions, mainly within the framework of reformed institutions. Informal and private education, literacy campaigns, women’s aspirations and student welfare are all considered, as are policies and plans for the immediate and long-term solutions of Egypt’s problems. The analysis also takes into account socio-economic factors in post-Revolutionary Egypt which not only constitute instruments of change in Egyptian society but also provide the restraints which prevent the rapid translation of educational ideals into reality. The Egyptian government has launched Egypt’s Vision 2030 in line with the 2030 Agenda, also known as the Sustainable Development Strategy (SDS), which encompasses the economic, social and environmental dimensions of development. It is under the SDS that all development plans in Egypt are incorporated while at the same time being strongly guided by the SDGs. Aware of the principle of shared but differentiated responsibility, Egypt also recognizes that fundamental challenges remain, despite a strong willingness to achieve the SDGs. High birth rates, brain drain phenomena, water scarcity, migration, discrimination against women and girls, a growing informal sector and instability in neighboring states (especially Libya and Syria) are only some of the many hindrances to sustainable development. In order to address these challenges, Egypt relies heavily on the SDGs, which are aimed at transforming our world. Although there is an urgent need for a drastic change in the way we use the Earth, the question arises as to whether the SDGs are sufficient to facilitate such a transformation. This book explores the key environmentally related Sustainable Development Goals (SDGs) and offers a cutting-edge assessment of current progress with a view to reaching these objectives by 2030. The book highlights some of the key findings and ideas for how research may help achieve the 17 Sustainable Development Goals in enterprises. During the same period, Egypt topped the lists of recipients of development assistance and proclaimed education to be its national project. In Transforming Education in Egypt, political scientist Fatma Sayed explains how Egyptian domestic political actors have interacted with and reacted to international development aid to Egypt's educational system, particularly when that aid is linked to sensitive issues of reform and cultural change. In recent years, international donors have called for changes that are inconsistent with the functions, structures and culture of Egyptian institutions, resulting in a climate of suspicion surrounding foreign aid to education. In this penetrating analysis, Sayed looks at how problems are diagnosed and reforms implemented and resisted. As Sayed demonstrates, the low level of ownership and consensus among the various domestic actors and the failure to establish strategic coalitions to support the reforms result in poor implementation and incomplete internalization. Policy makers have to date not succeeded in achieving the minimum level of domestic consensus essential for embedding the values and culture that bring about true reform. From the debate over free education to conspiracy theories and the evolving definition of international norms, this book sheds new light on the conflict of ideas that surrounds donor-sponsored reforms.
