Book excerpt: The 1981 Education Consolidation and Improvement Act (ECIA) is part of the Reagan Administration's "new federalism." This study, based on personal interviews with officials in nine states, examined decisionmaking as state officials planned for their new responsibilities under the ECIA. State departments of education, state legislatures, and, in some cases, state boards of education will play a larger role in decisions about fund allocations for the ECIA than in the past. In most states, the block grant portion of the law will result in a redistribution of funds away from urban areas and low-income students, although some states have attempted to minimize this effect. Decreased levels of funding for ECIA programs will reduce services offered by most state departments of education. Previous federal financial support for research and development and for desegregation is no longer earmarked. Finally, many state officials find their decisionmaking flexibility constrained by the absence of compliance standards in law or regulation.

Book Synopsis The Culture of Education Policy by : Sandra J. Stein
Download or read book The Culture of Education Policy written by Sandra J. Stein and published by Teachers College Press. This book was released on 2004-04-16 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: This powerful book shows the many unintended ways in which social and educational policy can shape, if not constrain, the work of educating students. Focusing on the creation and history of Title I of the Elementary and Secondary Education Act (ESEA) from its inception in 1965 to the present, Stein shows how underlying assumptions of policymakers and bureaucratic red tape actually interfere with both educational practice and the goals of the legislation itself. This examination is especially timely, given the recent passage of the No Child Left Behind Act and its sweeping attempts to raise achievement and reduce failure, especially for underserved populations.

Available in PDF, EPUB and Kindle. Book excerpt: Educational reform, and to a lesser extent educational dissent, occupy a prominent place in the annals of U.S. education. Whether based on religious, cultural, social, philosophical, or pedagogical grounds, they are ever-present in our educational history. Although some reforms have been presented as a remedy for society′s ills, most programs were aimed toward practical transformation of the existing system to ensure that each child will have a better opportunity to succeed in U.S. society. Educational reform is a topic rich with ideas, rife with controversy, and vital in its outcome for school patrons, educators, and the nation as a whole. With nearly 450 entries, these two volumes comprise the first reference work to bring together the strands of reform and reformers and dissent and dissenters in one place as a resource for parents, policymakers, scholars, teachers, and those studying to enter the teaching profession. Key Features Opens with a historical overview of educational reform and dissent and a timeline of key reforms, legislation, publications, and more Examines the reform or dissent related to education found in theories, concepts, ideas, writings, research, and practice Addresses how reformers and dissenters become significant culture-shaping people and change the way we conduct our lives Key Themes Accountability Biographies Concepts and Theories Curriculum and Instruction Diversity Finances and Economics Government Organizations?Advisory Organizations?Business and Foundations Organizations?Curriculum Organizations?Government Organizations?Professional Organizations?Think Tanks Public Policy Religion and Religious Education Reports School Types Special Needs Technology This authoritative work fills a void in the literature in the vast areas of educational reform and dissent, making it a must-have resource for any academic library.
