Book excerpt: Shortly after Canadian confederation, Thomas D'Arcy McGee proclaimed that education was "an essential condition of our political independence" and that its role was to form citizens for the new regime. Comparing this idea of education for citizenship, or civic education, to the modern goals of education, Liberal Education, Civic Education, and the Canadian Regime explores the founders' principles, their sources, and the challenges that threaten their vision for Canada. The collection's first essays analyze the political thought of early Canadians such as Brown, McGee, Ryerson, and Bourinot, while later chapters examine enduring principles of liberal democracy derived from Aristotle, de Tocqueville, and Hobbes. The final chapters bring the discussion forward to such topics as the decline of Canadian Catholic liberal arts colleges and the emerging role of our Supreme Court as a self-appointed "moral tutor." Moreover, as it deals with the changing roles of universities in contemporary Canada, Liberal Education, Civic Education, and the Canadian Regime engages current debates about the value and place of a traditional liberal education and the consequences of turning our back on the concepts that inspired our founding leaders. Considering whether Canada’s early documents and traditions can revive past debates and shed light on contemporary issues, this highly original collection presents education as an essential condition of our independence and asks whether current educational principles are threatening Canadians’ capacity for self-government.

Book excerpt: This is a timely and important work in presenting pointers which could be significant in helping regenerate the sad state of British politics. This is not only a clearly written book, the arguments of which are supported by many reliable authorities, but more significantly, the author draws on his practical experience in the hard graft of contemporary political life. British democracy is in the doldrums. Until the 2001 General Election voter turn-out since the end of the Second World War averaged 77 per cent. However in 2001 it fell to 59 per cent, and in 2005 it was a mere 61 per cent. This book demonstrates that one European country, namely Switzerland, has a direct citizen-based democratic structure which could at least in part be beneficially incorporated into our representative parliamentary system. The ideas of the author are clearly motivated by his own patriotism linked to a broader understanding of international institutions, and his proposals are designed to strengthen our democracy, not to denigrate it. The book illustrates the essence of Swiss democratic methods in simple and clear language. It compares the relative significance of local government in both Britain and Switzerland. There are practical examples of how everyday issues are dealt with in both nations. Participating in the democratic process of our country, and seeking tangible results from our votes is the only sensible response in the face of national disillusionment.

Book excerpt: Based on a unique historical source, this book examines the social origins, career expectations, and first jobs of 28,000 students in the “elitist” French secondary schools of the 1860s. Using sophisticated statistical analysis as well as conventional historical sources, the work concludes that schooling reached a wider audience than has been so far believed and that substantial social mobility occurred within the school system, but that family background, rather than educational factors, directed students’ career aspirations and achievements. It also argues that although education expanded in urban, industrialized areas, mobility did not increase in these areas. A final chapter reconsiders nineteenth–century thought concerning education in the light of findings about the social effects of schools.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book takes a critical and international perspective to the mainstreaming of the Global Citizenship Concept and analyses the key issues regarding global citizenship education across the world. In that respect, it addresses a pressing need to provide further conceptual input and to open global citizenship agendas to diversity and indigeneity. Social and political changes brought by globalisation, migration and technological advances of the 21st century have generated a rise in the popularity of the utopian and philosophical idea of global citizenship. In response to the challenges of today’s globalised and interconnected world, such as inequality, human rights violations and poverty, global citizenship education has been invoked as a means of preparing youth for an inclusive and sustainable world. In recent years, the development of global citizenship education and the building of students’ global citizenship competencies have become a focal point in global agendas for education, international educational assessments and international organisations. However, the concept of global citizenship education still remains highly contested and subject to multiple interpretations, and its operationalisation in national educational policies proves to be challenging. This volume aims to contribute to the debate, question the relevancy of global citizenship education’s policy objectives and to enhance understanding of local perspectives, ideologies, conceptions and issues related to citizenship education on a local, national and global level. To this end, the book provides a comprehensive and geographically based overview of the challenges citizenship education faces in a rapidly changing global world through the lens of diversity and inclusiveness.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last 30 years referendums have played an increasingly important role in determining government policy. Recent high profile referendums in Scotland, Catalonia and Ukraine have continued the movement towards independence referendums following decolonization and the end of the Cold War. The Greek bailout referendum and Britain’s vote on membership of the EU reflect a tradition of European states giving their people a direct say in the transfer of sovereign powers to the European Union seen through the ratification of key treaties such as Maastricht, Amsterdam, Nice and Lisbon. This Routledge Handbook covers key aspects and issues of direct democracy and referendums throughout the world including: •their history; •when, why, where, how and on which issues referendums are held; •why some referendums are more democratic than others; •how referendums are won; •whether they produce good policies; •if referendums increase participation and improve the quality of representative democracies; •do referendums increase trust in democracy and the political actors; •the impact of new technology on the possibilities, methods and frequency of direct public political participation; •how they should be regulated. Covering other related areas such as recall, citizen juries and random selection, this compendium is an indispensable guide to referendums and the workings of modern democracy.

Book excerpt: The International Seminar on Education for Democratic Citizenship (EDC) Policies and Regulatory Frameworks, which took place in Strasbourg December 6th and 7th 2002, revolved around three main objectives: to review policies and practices in the EDC field in Europe, to facilitate European co-operation for EDC policy-making and implementation between countries, national and international organisations and practitioners, and to draw up proposals for the future development of education for democratic citizenship. In this report, Karen O'Shea summarises the keynote addresses of the seminar and the results of the working groups. She also presents her own synthesis and analyses of discussions and conclusions. -- Council of Europe.
