This study examined the possibility of biases in standard estimation of effects and illustrated empirically, based on Ghanaian Living Standard of Measurement Study data, that there was not a significant effect of child health on child cognitive achievement. Consideration was given to the endogenous determination of child health. Child health was determined by anthropometry. Cognitive achievement test scores and preschool ability measured schooling success and child endowments respectively. Household and community characteristics and sibling data were used to measure family and community fixed effects. The conclusion, based on ordinary least squares (OLS) estimation and instrumental variable level estimates, was that child health did not impact on child cognitive achievement. The differences between the instrumental variable estimates and the within family and within community estimates suggested bias. Four basic conclusions were drawn. 1) Considerable bias occurred in prior studies, because there was a failure to account for estimation problems. 2) Inclusion of instrumental variables, assumed to be independent of the disturbance term in the cognitive achievement production function, and without controls for simultaneity, suggested a downward bias. 3) The bias was upward when estimates with sibling data were accounted for. Unobserved family and community effects can cause upward biases. 4) Coefficients, which are supposed to represent the impact of child health on schooling, may not do so. In the discussion of model specification, it was pointed out that upward bias can occur with heterogeneity in preferences regarding child quality, in unobserved predetermined family endowments that affect production of child quality, and in unobserved predetermined community endowments that affect child quality production. The unobserved predetermined child characteristics affect both child health and cognitive achievement in the same direction. There can be unobserved heterogeneity in access to capital markets. The 2 stage least squares procedure was found to overstate the impact of child health and cause greater distortions than OLS estimates.

Of particular concern is the appropriate analytic method to employ when examing school effects. This paper uses a multi-level approach to examine determinants of growth in grade 8 mathematics achievement in Thailand. Results of the analysis showed that schools in Thailand were equally effective in transforming pretest scores into posttest scores, and that schools and classrooms contributed 32 percent of the variance in posttest scores. Higher levels of achievement were associated with a higher proportion of teachers qualified to teach mathematics, an enriched curriculum and frequent use of textbooks by teachers. Individual characteristics, however, contributed 68 percent of the variance, with achievement higher for boys, younger students, and children with higher educational aspirations. The model developed in the paper was able to explain most of the between school variance, but significantly less of the within school variance. The implication of these results is that schools in Thailand are much more uniform in their effects than previous research in developing countries would have suggested.

Between 1981 and 1991, civil service reform was a prominent feature of 90 World Bank lending operations. This paper surveys the Bank's experience in supporting this reform and assesses the progress made. The lending operations concentrated on two separate dimensions: (1) Shorter-term, emergency steps to reform public pay and employment policies, which center on measures to contain the cost and the size of the civil service (2) longer-term civil service strengthening efforts directed toward ongoing, sustained management improvements. After examining the record of these reforms, the authors conclude that the results have been mixed at best. They recommend greater emphasis on devising a coherent, far-reaching strategy for reform and on detailing the set of tactics by which these goals will be achieved.
