Drawing on empirical research, the book argues that attempting to transmit preconceived notions of citizenship through schools is both unviable and undesirable. The notion of 'curricular transposition' is introduced, a framework for understanding the changes undergone in the passage between the ideals of citizenship, the curricular programmes designed to achieve them, their implementation in practice and the effects on students. The 'leaps' between these different stages make the project of forming students in a mould of predefined citizenship highly problematic. Case studies are presented of contrasting initiatives in Brazil, a country with high levels of political marginalisation, but also significant experiences of participatory democracy. These studies indicate that effective citizenship education depends on a harmonisation or 'seamless enactment' of the stages outlined above. In contrast, provision in countries such as the UK and USA is characterised by disjunctures, showing insufficient involvement of teachers in programme design, and a lack of space for the construction of students' own political understandings. Some more promising directions for citizenship education are proposed, therefore, ones which acknowledge the significance of pedagogical relations and school democratisation, and allow students to develop as political agents in their own right.

Book excerpt: A pesquisa teve o intuito de investigar a presença ou ausência da temática "formação para a cidadania" nas falas das docentes de educação infantil, bem como examinar a relação entre a verbalização e a prática descrita por elas, de modo a esclarecer se as professoras têm clareza do que seja formar o cidadão, os valores envolvidos e o significado dessa formação no trabalho com crianças de 4 a 6 anos. A opção metodológica foi o estudo de caso com abordagem qualitativa. Uma Escola Municipal de Educação Infantil (EMEI) na cidade de São Paulo foi o local escolhido para a pesquisa, ocorrida entre os anos de 2000 e 2001. Foram realizadas entrevistas semi- estruturadas e observação do cotidiano escolar. As noções de cidadania e de cultura escolar decorreram de pressupostos teóricos da Sociologia e Filosofia da Educação. A partir dos referenciais teóricos, do conhecimento da estrutura e funcionamento da escola e da fala dos docentes, conclui-se que, embora a maioria das práticas enunciadas pelas docentes fossem coerentes com a formação para a cidadania democrática, essas eram individualizadas e, não faziam parte do projeto da escola. A formação para a democracia é um compromisso que deve ser assumido coletivamente. Portanto, a escola precisa se qualificar como um local permanente de cidadania ativa, em que todos os envolvidos (direção, coordenação, professores, agentes escolares, pais) participem do planejamento, elaboração, execução.
