Book excerpt: This book explores the Paris Ecole Militaire as an institution, arguing for its importance as a school that presented itself as a model for reform during a key moment in the movement towards military professionalism as well as state-run secular education. The school is distinguished for being an Enlightenment project, one of its founders publishing an article on it in the Encyclopédie in 1755. Its curriculum broke completely with the Latin pedagogy of the dominant Jesuit system, while adapting the legacy of seventeenth-century riding academies. Its status touches on the nature of absolutism, as it was conceived to glorify the Bourbon dynasty in a similar way to the girls’ school at Saint Cyr and the Invalides. It was also a dispensary of royal charity calculated to ally the nobility more closely to royal interests through military service. In the army, its proofs of nobility were the model for the much debated 1781 Ségur decree, often described as a notable cause of the French Revolution.

Rather than tax their richer subjects directly, French kings preferred to sell them privileged public offices, which further payments allowed them to sell or bequeath at will. By the eighteenthcentury there were 70,000 venal offices, comprising the entire judiciary, most of the legal profession, officers in the army, and a wide range of other professions - from financiers handling the king's revenues down to auctioneers and even wigmakers. Though now yielding diminishing returns to theking, offices were more in demand than ever for the privileges and prestige, profit and power, that they conferred; and although it was widely accepted that selling public authority was undesirable, nobody imagined that those who had invested in offices could ever be bought out. The Revolutionbrought an unexpected opportunity to do so, but the legacy of venality has marked French institutions down to our day. William Doyle, one of the foremost historians of early modern Europe, has written the first comprehensive history of the last century of venality. He traces the evolution and dissolution of a system which was fundamental to the workings of state and society in France for over threecenturies.

What precisely were those difficulties? In this book, Professor Bosher shows that the monarchy was financed by a chaotic system of private enterprise which proved increasingly unmanageable and wasteful. Hundreds of profit-seeking accountants - 'capitalists', in the language of the time - stood in the way of reform and even of clear accounting until governments of the French Revolution eventually nationalized the financial system and changed it 'from capitalism into a bureaucracy'. From his close study of the administrative changes Professor Bosher concludes that the National Assembly planned to guard the public finances by bureaucratic organization. Both forms of poetry draw on similar roots, both are equally accomplished, and the contest between them is largely amicable. The Judgment of Palaement illustrates the almost symbiotic relationship between Renaissance Latin and French poetry, while exploring poets' motivation for choosing one language over another, the different challenges each form of writing involved, and the extent of the collaboration between different language communities. It focuses on some of the major writers of the period, as well as less known ones, and on genres specific to humanist poetry. It shows that composing in Latin was often considered more natural than writing in the vernacular, at a time when many Frenchmen's mother tongue was a non-standard French dialect or distinct language. Book excerpt: An Epitome of the History of Faire Argenis and Polyarchus is Judith Man's English translation of a 1623 French work by Nicolas Coeffeteau, Histoire de Poliarque et d'Argenis, which is itself an abridgement and translation of one of the most widely read fictional works of the seventeenth century, John Barclay's 1621 Latin romance Argenis. An extended political allegory of the rise to power of the French king Henri IV, Barclay's romance is peppered with numerous veiled anecdotes of politics at the English and other European courts and long disquisitions on statecraft and political ethics. It has been assumed that Barclay's work was strictly for a male audience, but Man's translation is evidence that women did in fact read Argenis, and might even suggest that allegorical romance offered women writers and readers an inroad into political discourse.
