Available in PDF, EPUB and Kindle. Book excerpt: While ecosystem management requires looking beyond specific jurisdiction and focusing on broad spatial scales, most planning decisions particularly in the USA, are made at local level. By looking at land-use planning in Florida, this volume recognizes the need for planners and resource managers to address ecosystem problems at local and community levels. The factors causing ecosystem decline, such as rapid urban development and habitat fragmentation occur at the local level and are generated by local land use policies. This book argues that understanding how local jurisdictions can capture and implement the principles of managing natural systems will lead to more sustainable levels of environmental planning in the future.

Engineered flood control and water distribution systems, agriculture, growth, and development have disrupted the region's water quality, quantity, timing, and distribution (i.e., the hydropattern). Agricultural runoff and urban stormwater have introduced high levels of phosphorus, mercury, and other contaminants into the water system, polluting lakes, rivers, estuaries and the Everglades.

Book excerpt: The South FL (SF) Ecosystem Restoration Initiative is a long-term effort to restore the SF ecosystem, which includes the Everglades, that involves Fed., state, local, and tribal entities, as well as public and private interests. In response to the ecosystem's deterioration, Fed. agencies established the SF Ecosystem Restoration Task Force (SFERTF) in 1993 to coordinate ongoing Fed. restoration activities. This report determines (1) what the SFERTF did to identify and acquire lands needed to accomplish the goals of the initiative from 1996-1999 and (2) what the Dept. of the Interior did to help ensure that it maximized the acreage purchased-- with $200 million in grants.

Available in PDF, EPUB and Kindle. Book excerpt: The South Florida ecosystem covers about 18,000 square miles and is home to the Everglades, a national resource. Over the past 100 years, efforts to manage the flow of water through the ecosystem have jeopardized its health. In 2000, a strategy to restore the ecosystem was set; restoration was expected to take at least 40 years and cost $15.4 billion. The restoration comprises hundreds of projects, including 60 key projects known as the Comprehensive Everglades Restoration Plan (CERP), to be undertaken by a partnership of federal, state, local, and tribal governments. Given the size and complexity of the restoration, GAO was asked to report on the (1) status of project implementation and expected benefits, (2) factors that determine project sequencing, (3) amount of funding provided for the effort and extent that costs have increased, and (4) primary mathematical models that guide the restoration. GAO is recommending actions to ensure that agencies apply the established sequencing criteria when making implementation decisions for some projects and that the development of models and their interfaces is better coordinated. The agencies generally agreed with these recommendations, although the state was concerned that the first recommendation could lead to further delays and cost increases.

Book excerpt: The South Florida Ecosystem Restoration Initiative is a complex, long-term effort to restore the South Florida ecosystem including the Everglades that involves federal, state, local, and tribal entities, as well as public and private interests. In response to growing signs of the ecosystem's deterioration, federal agencies established the South Florida Ecosystem Restoration Task Force in 1993 to coordinate ongoing federal activities. The Water Resources Development Act of 1996 formalized the Task Force; designated the Secretary of the Interior as its Chair; and expanded its membership to include state, local, and tribal representatives. The Task Force is charged with coordinating and facilitating the overall restoration effort. Restoring the ecosystem, which covers 18,000 square miles, or about 11.5 million acres, could take up to 50 years and will require the continuous effort and commitment of all the agencies involved.

Book excerpt: This dissertation examines the sociological process of conflict resolution and consensus building in South Florida Everglades Ecosystem Restoration through what I define as a Network Management Coordinative Interstitial Group (NetMIG). The process of conflict resolution can be summarized as the participation of interested and affected parties (stakeholders) in a forum of negotiation. I study the case of the Governor's Commission for a Sustainable South Florida (GCSSF) that was established to reduce social conflict. Such conflict originated from environmental disputes about the Everglades and was manifested in the form of gridlock among regulatory (government) agencies, Indian tribes, as well as agricultural, environmental conservationist and urban development interests. The purpose of the participatory forum is to reduce conflicts of interest and to achieve consensus, with the ultimate goal of restoration of the original Everglades ecosystem, while cultivating the economic and cultural bases of the communities in the area. Further, the forum aims to formulate consensus through envisioning a common sustainable community by providing means to achieve a balance between human and natural systems. Data were gathered using participant observation and document analysis techniques to conduct a theoretically based analysis of the role of the Network Management Coordinative Interstitial Group (NetMIG). I use conflict resolution theory, environmental conflict theory, stakeholder analysis, systems theory, differentiation and social change theory, and strategic management and planning theory. The purpose of this study is to substantiate the role of the Governor's Commission for a Sustainable South Florida (GCSSF) as a consortium of organizations in an effort to resolve conflict rather than an ethnographic study of this organization. Environmental restoration of the Everglades is a vehicle for recognizing the significance of a Network Management Coordinative Interstitial Group (NetMIG), namely the Governor's Commission for a Sustainable South Florida (GCSSF), as a structural mechanism for stakeholder participation in the process of social conflict resolution through the creation of new cultural paradigms for a sustainable community.
