Many countries around the world have vertical government structures that are perceived as inefficient because of their high levels of jurisdictional fragmentation. This timely volume examines the different strategies used to address local government fragmentation and their observed results and consequences. Expert contributors in economics and political science offer a comprehensive breakdown of the issue of local jurisdiction fragmentation and provide recommendations for successful policy reform. Topics discussed include economies of scale, the costs and benefits of voluntary and forced amalgamation programs, the correlation between government size and corruption, privatization, and inter-municipal cooperation. A combination of theory and empirical evidence provides depth and makes this book an invaluable addition to the literature. Economists, public administrators and political scientists will find much of interest in this innovative volume, as will professors, students and international institutions with an interest in local government structure and reform.

Book Synopsis Economies of Scale and Population Size in Australian Local Government Structural Reform Programs by : Brian Dollery
Download or read book Economies of Scale and Population Size in Australian Local Government Structural Reform Programs written by Brian Dollery and published by . This book was released on 2007 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: A common argument advanced by proponents of Australian local council amalgamation proposals is that 'bigger is cheaper' due inter alia to the existence of substantial economies of scale in local council service provision. This argument typically asserts that local councils with larger populations can provide municipal services at lower costs per unit of output than local authorities with smaller population bases, thereby conflating population size with the theoretically distinct concept of scale economies. This short note examines this argument in the light of standard economic theory. We conclude that it is fallacious to use population size as a proxy for scale economies in Australian local government.
