More so than any other energy resource, nuclear power has the capacity to provide much of our energy needs but is highly controversial. This book discusses the major British decisions in the civil nuclear field, and the way they were made, between 1953 and 1978. It spans the period between the decision to construct Calder Hall – claimed as the world’s first nuclear power station – and the Windscale Inquiry – claimed as the world's most thorough study of a nuclear project. For the period up to 1974 this involves a study of the internal processes of British central government. The private issues include the technical selection of nuclear reactors, the economic arguments about nuclear power and the political clashes between institutions and individuals. The public issues concern nuclear safety and the environment and the rights and opportunities for individuals and groups to protest about nuclear development. The book demonstrates that British civil nuclear power decision making had many shortcomings and concludes that it was hampered by outdated political and administrative attitudes and machinery and that some of the central issues in the nuclear power debate were misunderstood by the decision makers themselves.

An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. From the earliest days of the construction of Calder Hall-the first nuclear power station in Britain-and the establishment of the British Atomic Re search Center at Harwell, and the Chalk River Nuclear Station in Canada, through the "Windscale" nuclear accident in Britain, up to the present, when some 20% of UK energy is derived from nuclear power, the Cockcroft legacy is felt. As the British historian Mark Goldie put it, in the "pure and sanguine 1950s," Cockcroft had almost absolute "faith in 'peaceful atoms' and in the boundless, almost cost free, energy that atoms would soon produce" (Goldie, 1997, p. 21). But, as the eminent economist Frank Hahn recalled, "the only failing Cockcroft had" was "that he wasn't up to much in economics. " Indeed, Hahn recalled that he "had to explain" to Cockcroft "the economic notion of optimum durability" as it related to the "interest rate" in the context of building Churchill College with "hand-made bricks. " After his explana tion, as Hahn recalled "Cockcroft smiled and proceeded to order more hand-made bricks" (Hahn, 1997, p. 27).

Book excerpt: Refurbishment and long-term operation (LTO) of existing nuclear power plants (NPPs) today are crucial to the competitiveness of the nuclear industry in OECD countries as existing nuclear power plants produce baseload power at a reliable cost. A number of nuclear power plants, most notably 73 units in the United States (up to 2012), have been granted lifetime extensions of up to 60 years, a development that is being keenly watched in other OECD countries. In many of these (e.g. France, Switzerland), there is no legal end to the operating licence, but continued operation is based on the outcomes of periodic safety reviews. This study analyses technical and economic data on the upgrade and lifetime extension experience in OECD countries. A multi-criteria assessment methodology is used considering various factors and parameters reflecting current and future financial conditions of operation, political and regulatory risks, the state of the plants' equipment and the general role of nuclear power in the country's energy policy. The report shows that long-term operation of nuclear power plants has significant economic advantages for most utilities envisaging LTO programmes. In most cases, the continued operation of NPPs for at least ten more years is profitable even taking into account the additional costs of post-Fukushima modifications, and remains cost-effective compared to alternative replacement sources.
