Book excerpt: The Mekong Delta of Vietnam is one of the most productive agricultural areas in the world. The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.

The transportation costs involved in moving agricultural input and output between farms and markets significantly effect farm land use and production decisions. Greater transport costs reduce the likelihood that farms adopt intensive cropping patterns or cultivate non-rice crops. Results suggest that the quality of local water management infrastructure is much more important than transport costs in explaining the increased intensity of land use and level of production observed in the Mekong Delta during the 1990s. Book excerpt: Much of the material for this book was obtained through interviews with farmers, landlords, moneylenders, and laborers in the Delta. The author discusses general economic conditions in the area, agricultural productivity, capital and labor, land tenure, fertilizer use, and a subsistence innovation involving the use of an intermediate technology. The analysis focuses not only on the theoretical issues of development economics, such as disguised unemployment, innovation, and investment decisions, but also upon their larger social and political implications. Several chapters are devoted to a detailed examination of the Viet Cong and South Vietnamese government economies at war. Particularly significant is the role that economic issues and policies played in the successful efforts by the Viet Cong from 1960 to 1964 to gain the support of the peasant. Land reform, rent reduction, and even a minimum rural-wage policy were employed. The author provides the first documentary evidence that the Viet Cong were a major force for constructive economic and social change in the Delta. On the other hand, by 1967 massive U.S. economic assistance had gone some distance toward putting the Vietnamese government in a more favorable position with regard to economic benefits associated with dependence on its economy. No doubt, however, long-standing economic and social grievances are still a potent force for the Viet Cong, and there is as yet no complete assurance that the revolutionary social and economic changes wrought by the Viet Cong would not be reversed if the Vietnamese government gained complete control in the countryside.
