This has led to efforts to understand the political bureaucratic process through which commercial policy is determined, and to the beginnings of a positive theory of protection, sometimes referred to as the "political economy of protection". In this paper the theoretical cases in which protection might be warranted are contrasted to the actual pattern of protection and mechanisms by which protection is decided upon in one open economy--the United states, and the various models attempting to explain the observed pattern of protection and the mechanisms that generate it are surveyed.

But it is possible to refinance an existing home with a mortgage that has the same one-in-five chance of putting the family out on the street.” More than a century after the government embraced credit to fuel the American economy, consumer financial protections in the increasingly complex financial system still place the onus on individuals to sift through fine print for assurance that they are not vulnerable to predatory lending and other pitfalls of consumer financing and growing debt. In Democracy Declined, Mallory E. SoRelle argues that the failure of federal policy makers to curb risky practices can be explained by the evolution of consumer finance policies aimed at encouraging easy credit in part by foregoing more stringent regulation. Furthermore, SoRelle explains how angry borrowers’ experiences with these policies teach them to focus their attention primarily on banks and lenders instead of demanding that lawmakers address predatory behavior. As a result, advocacy groups have been mostly unsuccessful in mobilizing borrowers in support of stronger consumer financial protections. The absence of safeguards on consumer financing is particularly dangerous because the consequences extend well beyond harm to individuals—they threaten the stability of entire economies. SoRelle identifies pathways to mitigate these potentially disastrous consequences through greater public participation.

The Politics of Social Protection in Eastern and Southern Africa challenges the common conception that this phenomenon has been entirely driven by international development agencies, instead focusing on the critical role of political dynamics within specific African countries. It details how the power and politics at multiple levels of governance shapes the extent to which political elites are committed to social protection, the form that this commitment takes, and the implications that this has for future welfare regimes and state-citizen relations in Africa. It reveals how international pressures only take hold when they become aligned with the incentives and ideas of ruling elites in particular contexts. By the 1980s many contended that these institutions--the General Agreement on Tariffs and Trade (now the World Trade Organization), the World Bank, and the International Monetary Fund--were threatened by growing economic nationalism in the United States, as demonstrated by increased trade protection and growing budget deficits. In this book, Robert Gilpin argues that American power had been essential for establishing these institutions, and waning American support threatened the basis of postwar cooperation and the great prosperity of the period. For Gilpin, a great power such as the United States is essential to fostering international cooperation. Exploring the relationship between politics and economics first highlighted by Adam Smith, Karl Marx, and other thinkers of the eighteenth and nineteenth centuries, Gilpin demonstrated the close ties between politics and economics in international relations, outlining the key role played by the creative use of power in the support of an institutional framework that created a world economy. Gilpin's exposition of the in.uence of politics on the international economy was a model of clarity, making the book the centerpiece of many courses in international political economy. At the beginning of the twenty-first century, when American support for international cooperation is once again in question, Gilpin's warnings about the risks of American unilateralism sound ever clearer.
