Policy uncertainty has been the main driver of low confidence and subdued investment. Following a sharp fiscal deterioration in recent years, the crisis also heightened debt sustainability challenges.

Book excerpt: Once one of the world's largest staple food producers, Angola is now known as a major oil exporter - the second largest producer in sub-Saharan Africa. Angola is also the world's fourth largest producer of rough diamonds in terms of value, with the potential to become one of the leading global diamond producers. In addition to oil and diamonds, the country is well endowed with agricultural resources which remain mostly untapped. However, despite the country's significant natural wealth, a prolonged civil war, the rapid development of the oil sector, and the policies pursued after Independence in 1975 have left the Angolan economy in a unique situation, characterized by very uneven indicators of development. The Angolan economy is now experiencing massive oil windfall gains that are expected to last throughout the next decade. Since oil rents are to a large part concentrated in the public sector, the question of how the oil revenue should be spent and distributed across present and future generations becomes key to any economic development strategy. This study identifies six core areas where a strategic approach for the development of a broad-based growth strategy is required: (i) the incomplete transition to a market economy; (ii) macroeconomic management; (iii) governance and transparency in the management of the mineral wealth; (iv) the business environment; (v) agriculture; and (vi) public service delivery to the poor.

Book excerpt: Declining commodity prices during mid-2014-2016 posed significant challenges to commodity-exporting economies. The severe terms of trade shock associated with a sharp fall in world commodity prices have raised anew questions about the viability of pegged exchange rate regimes. More recently, the COVID-19 pandemic and the measures needed to contain its spread have been associated with a significant disruption in several economic sectors, in particular, travel, tourism, and hospitality industry, adding to the downward pressure on commodity prices, a sharp fall in foreign exchange earnings, and depressed economic activity in most commodity exporters. This paper reviews country experiences with different exchange rate regimes in coping with commodity price shocks and explores the role of flexible exchange rates as a shock absorber, analyzing the macroeconomic impact of adverse term-of-trade shocks under different regimes using event study and panel vector autoregression techniques. It also analyzes, conceptually and empirically, policy and technical considerations in making exchange rate regime choices and discusses the supporting policies that should accompany a given regime choice to make that choice sustainable. It offers lessons that could be helpful to the Caribbean commodity-exporters.

India's participation in the global economy has risen, with outstanding performances in some services, while the largest diaspora in the world is an asset in developing new markets. India has also lifted many millions of people out of poverty and has made access to housing for all a priority. Ambitious structural reforms -- including better targeted household support, financial inclusion initiatives, the implementation of the Goods and Services Tax, the Insolvency and Bankruptcy Code, the new approach to federalism and the corporate income tax reform -- have played a key role.

Available in PDF, EPUB and Kindle. Book excerpt: Magnificent and Beggar Land is a powerful account of fast-changing dynamics in Angola, an important African state that is a key exporter of oil and diamonds and a growing power on the continent. Based on three years of research and extensive first-hand knowledge of Angola, it documents the rise of a major economy and its insertion in the international system since it emerged in 2002 from one of Africa's longest and deadliest civil wars. The government, backed by a strategic alliance with China and working hand in glove with hundreds of thousands of expatriates, many from the former colonial power, Portugal, has pursued an ambitious agenda of state-led national reconstruction. This has resulted in double-digit growth in Sub-Saharan Africa's third largest economy and a state budget in excess of total western aid to the entire continent. Scarred by a history of slave trading, colonial plunder and war, Angolans now aspire to the building of a decent society. How has the regime, led by President José Eduardo dos Santos since 1979, dealt with these challenges, and can it deliver on popular expectations? Soares de Oliveira's book charts the remarkable course the country has taken in recent years.

Book excerpt: The coronavirus (COVID-19) crisis, which has hit financial systems across Africa, is likely to deteriorate banks’ balance sheets. The largest threat to banks pertains to their loan portfolios, since many borrowers have faced a sharp collapse in their income, and therefore have difficulty repaying their obligations as they come due. This could lead to a sharp increase in nonperforming loans (NPLs) in the short to medium term.

Available in PDF, EPUB and Kindle. Book excerpt: Well into the early nineteenth century, Luanda, the administrative capital of Portuguese Angola, was one of the most influential ports for the transatlantic slave trade. Between 1801 and 1850, it served as the point of embarkation for more than 535,000 enslaved Africans. In the history of this diverse, wealthy city, the gendered dynamics of the merchant community have frequently been overlooked. Vanessa S. Oliveira traces how existing commercial networks adapted to changes in the Atlantic slave trade during the first half of the nineteenth century. Slave Trade and Abolition reveals how women known as donas (a term adapted from the title granted to noble and royal women in the Iberian Peninsula) were often important cultural brokers. Acting as intermediaries between foreign and local people, they held high socioeconomic status and even competed with the male merchants who controlled the trade. Oliveira provides rich evidence to explore the many ways this Luso-African community influenced its society. In doing so, she reveals an unexpectedly nuanced economy with regard to the dynamics of gender and authority.

Book excerpt: This open access multi-authored book presents a 'state of the science' synthesis of knowledge on the biodiversity of Angola, based on sources in peer-reviewed journals, in books and where appropriate, unpublished official reports. The book identifies Angola as one of the most biologically diverse countries in Africa, but notes that its fauna, flora, habitats and the processes that drive the dynamics of its ecosystems are still very poorly researched and documented. This 'state of the science' synthesis is for the use of all students of Angola's biodiversity, and for those responsible for the planning, development and sustainable management of the country's living resources. The volume brings together the results of expeditions and research undertaken in Angola since the late eighteenth century, with emphasis on work conducted in the four decades since Angola's independence in 1975. The individual chapters have been written by leaders in their fields, and reviewed by peers familiar with the region.

Available in PDF, EPUB and Kindle. Book excerpt: Working the System offers key insights into the politics of the everyday in twenty-first-century dominant party and neo-authoritarian regimes in Africa and elsewhere. Detailing the many ways ordinary Angolans fashion their relationships with the system—an emic notion of their current political and socioeconomic environment—Jon Schubert explores what it means and how it feels to be part of the contemporary Angolan polity. Schubert finds that for many ordinary Angolans, the benefits of the post-conflict "New Angola," flush with oil wealth and in the midst of a construction boom, are few. The majority of the inhabitants of the capital, Luanda, struggle to make ends meet and live on under $2.00 per day. The "New Angola" as promoted by the ruling MPLA, Schubert contends, is an essentially urban, upwardly mobile, and aspirational project, premised on the acceptance of the regime’s political and economic dominance by its citizens. In the first ethnography of Angola to be published since the end of that country’s twenty-seven years of intermittent violent internal conflict in 2002, Schubert traces how Angolans may question and resist the system within an atmosphere of apparent compliance. Working the System will appeal to anthropologists and political scientists, urban sociologists, and scholars of African studies.
