Using data from the 2006 Canada Population Census, this article formally tests the hypothesis of average negative returns to postsecondary education outside Canada, for a subset of the population with fields of study related to targeted occupations by the Canadian government, and finds a similar pattern to the one reported in the literature for other countries. Average negative returns to foreign education in the Canadian labor market are also observed for a representative sample of individuals completing their postsecondary studies in the USA, United Kingdom, Australia, New Zealand and France.
