Book excerpt: The development experience of Andhra Pradesh will make a very useful case study in the context of globalization as it launched many initiatives as part of the structural adjustment programme (SAP) through World Bank assistance covering important sectors like power, education, irrigation, and governance. It is probably the only state that had formulated a Vision Document to achieve an overall growth rate of 15 percent by 2020 with a massive investment of 30,000 crores basically to provide people opportunities, both social and economic “to achieve prosperity and wellbeing and enjoy a high quality of life.” An intense scrutiny of these initiatives would be extremely critical for the national economy aside being useful to other States. Available in PDF, EPUB and Kindle. Book excerpt: The economic reforms that were initiated in India in the early nineties, are the subject of intense debate. Much of this debate centres around the scope of the reforms, their progress and their impact on growth, poverty reduction and sectoral development. In contrast, this volume focuses on the various political dimensions of the Indian economic reform process. The contributors emphasize the political shaping of the reforms, the politics of implementation, and the impact of reforms on political structures and processes. Two major themes run through the book: the relationship between policy reforms and democratic politics; and the impact of reforms on the quality of governance. Bringing together both theoretical contributions and case studies pertaining to particular states or sectors, this volume provides insights into various important questions including: - How was a radical shift in policy possible in a democracy, where the opposition can easily mobilize resistance? - How can reforms be sustained in a context where the majority of the voters are poor and attracted by handouts, and where political parties are accustomed to attracting voters through populist policies? - Do the reforms contribute to more efficient and inclusive administrative and political governance, or do they lead to new forms of corruption, bureaucratic mismanagement and/or undemocratic politics?

Available in PDF, EPUB and Kindle. Book excerpt: The essays in this volume are written by leading economists working on the Indian economy. They collectively emphasize the importance of policies and institutions for sustained growth and poverty reduction, stressing that the success of sector-specific policies is vitally dependent on the nature of markets and the functioning of institutions such as those charged with regulating and overseeing critical sectors. Individual contributions assess the role of Indian government policy in key sectors and emphasize the policies required to ensure improvements in these sectors. The first section discusses aspects of the macro economy; the second deals with agriculture and social sectors; the third with jobs and how labor markets function in agriculture, industry and services; and the fourth with infrastructure services, specifically electricity, telecommunications and transport. The essays are drawn from the most influential papers presented in recent years on Indian economic policy at the Stanford Center for International Development.

Available in PDF, EPUB and Kindle. Book excerpt: When India embraced systematic economic reforms in 1991 and began opening its economy to both domestic and foreign competition, critics argued that they had contributed little to the acceleration of economic growth. Their argument had rested on the claim that growth in the 1990s was no faster than in the 1980s. This claim was quickly refuted on the grounds that when properly evaluated, growth had indeed accelerated in the 1990s and more importantly, while reforms had been made systematic in 1991, they had actually begun much earlier in the late 1970s. Subsequently, the reforms of the late 1990s and early 2000s have led to a jump in the growth rate from six percent in the 1990s to eight to nine percent beginning in 2003. The reforms have also led to a major structural change in the economy: the trade to GDP ratio has tripled since 1991, there has been a gigantic expansion of foreign investment in India, and sectors such as telecommunications, airlines, and automobiles have expanded at rates much higher than at any time in the past. This dramatic turnaround has led critics to shift ground. They now argue that opening the economy to trade has hurt the poor; that rapid growth is leaving socially disadvantaged groups behind; and that reforms have led to increased inequality. The essays in this volume take these challenges head-on. They use large-scale sample surveys and other data to systematically address each of the arguments. India's Reforms is the first volume in the series Studies in Indian Economic Policies, edited by Jagdish Bhagwati and Arvind Panagariya and published by OUP. It contains the first set of five original papers produced under the auspices of the Columbia Program on Indian Economic Policies housed in the School of International and Public Affairs (SIPA) and the Institute for Social and Economic Research and Policy (ISERP).

Book Synopsis State Level Reforms, Growth, and Development in Indian States by : Arvind Panagariya

This book was released on 2014-04-01 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most discussions of India's recent economic growth focus on progress and policies at the national level. But with a population of 1.2 billion, several of the states in India are larger than many of the countries in the world. Therefore, a more complete understanding of India's ongoing experiment in economic reforms requires a study at the state level. State Level Reforms, Growth, and Development in Indian States provides the first-ever comprehensive analysis of growth and reforms in the highly diverse states of the country. The authors argue that when the national government loosened its controls on industry and services, state governments began shaping the fortunes of their citizens through state-level policy reforms, resulting in faster growth in every state over the last decade than any other decade in the post-independence era. In fact, some of the poorest states, notably Bihar and Odisha, have been growing the fastest. Professors Panagariya and Chakraborty and Dr. Rao refute the common assumptions that growth has not occurred or that poverty has not been reduced in all Indian states. The recent reforms have also led to improved access in every state to basic amenities such as permanent houses, electricity, water, and sanitation. These accomplishments notwithstanding, regional inequality on a per capita basis has grown as well. The authors analyze the economic transformation that has taken place in the largest eighteen states of India and suggest reforms in areas of agriculture, industry, services and urbanization that can further accelerate this transformation. They also provide a comprehensive analysis of education and health in the states.
