Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

While the majority of people in the industrial world and some in the developing world enjoy unprecedented affluence, a far greater number of people in the low-income countries live in abject poverty. Although several developing countries are achieving rapid economic growth and poverty reduction, most formerly centrally planned countries are struggling to implement market-oriented reforms in the midst of economic deterioration and rising poverty. The paramount importance of reducing poverty worldwide is forcing economists and policymakers to look at how income distribution and economic growth interact. The essays in this volume grew out of a 1995 conference sponsored by the International Monetary Fund. The contributors are scholars and policymakers from academic institutions, governments, and international organizations. The questions discussed include: How does income distribution interact with economic growth in the short run and the long run? To what extent can government use transfer programs to increase the incomes of the poor? How can government use social programs to help the poor increase their income-earning capacity? Does distributional inequality create an obstacle to long-term poverty reduction? Alternatively, is distributional inequality a necessary means of achieving economic growth? In Public Policy and the Income Distribution, editors Alan Auerbach, David Card, and John Quigley assemble a distinguished roster of policy analysts to confront the key questions about the role of government policy in altering the level and distribution of economic well being. Public Policy and the Income Distribution tackles many of the most difficult and intriguing questions about how government intervention—or lack thereof—has affected the incomes of everyday Americans. Rebecca Blank analyzes welfare reform, and presents systematic research on income, poverty rates, and welfare and labor force participation of single mothers. She finds that single mothers worked more and were less dependent on public assistance following welfare reform, and that low-skilled single mothers had no greater difficulty finding work than others. Timothy Smeeding compares poverty reduction programs in the United States with policies in other developed countries. Poverty and inequality are higher in the United States than in other advanced economies, but Smeeding argues that this is largely a result of policy choices. Poverty rates based on market incomes alone are actually lower in the United States than elsewhere, but government interventions in the United States were less than half as effective at reducing poverty as were programs in the other countries. The most dramatic poverty reduction story of twentieth century America was seen among the elderly, who went from being the age group most likely to live in poverty in the 1960s to the group least likely to be poor at the end of the century. Gary Englehardt and Jonathan Gruber examine the role of policy in alleviating old-age poverty by estimating the impact of Social Security benefits on the income of the elderly poor. Book excerpt: Within-country income inequality has risen since the early 1980s in most of the OECD, all transitional, and many developing countries. More recently, inequality has risen also in India and nations affected by the Asian crisis. Altogether, over the last twenty years, inequality worsened in 70 per cent of the 73 countries analysed in this volume, with the Gini index rising by over five points in half of them. In several cases, the Gini index follows a U-shaped pattern, with theturn-around point located between the late 1970s and early 1990s. Where the shift towards liberalization and globalization was concluded, the right arm of the U stabilized at the 'steady state level of inequality' typical of the new policy regime, as observed in the UK after 1990.Mainstream theory focusing on rises in wage differentials by skill caused by either North-South trade, migration, or technological change poorly explains the recent rise in income inequality. Likewise, while the traditional causes of income polarization-high land concentration, unequal access to education, the urban bias, the 'curse of natural resources'-still account for much of cross-country variation in income inequality, they cannot explain its recent rise.This volume suggests that the recent rise in income inequality was caused to a considerable extent by a policy-driven worsening in factorial income distribution, wage spread and spatial inequality. In this regard, the volume discusses the distributive impact of reforms in trade and financial liberalization, taxation, public expenditure, safety nets, and labour markets. The volume thus represents one of the first attempts to analyse systematically the relation between policy changes inspired byliberalization and globalization and income inequality. It suggests that capital account liberalization appears to have had-on average-the strongest disequalizing effect, followed by domestic financial liberalization, labour market deregulation, and tax reform. Trade liberalization had uncleareffects, while public expenditure reform often had positive effects.

Book excerpt: This paper assesses the macroeconomic and distributional impact of personal income tax (PIT) reforms in the U.S. drawing on a multi-sector heterogenous agents model in which consumers have non-homothetic preferences and sectors differ in terms of their relative labor and skill intensity. The model is calibrated to key characteristics of the US economy. We find that (i) PIT cuts stimulate growth but the supply side effects are never large enough to offset the revenue loss from lower marginal tax rates; (ii) PIT cuts do “trickle-down” the income distribution: tax cuts stimulate demand for non-tradable services which raise the wages and employment prospects of low-skilled workers even if the tax cut is not directly incident on them; (iii) A revenue neutral tax plan that reduces PIT for middle-income groups, raises the consumption tax, and expands the Earned Income Tax Credit can have modestly positive effects on growth while reducing income polarization; (iv) The growth effects from lower income taxes are concentrated in non-tradable service sectors although the increased demand for tradable goods generate positive spillovers to other countries; (v) Tax cuts targeted to higher income groups have a stronger growth impact than tax cuts for middle income households but significantly worsen income polarization, even after taking into account trickle-down effects and an expansion of the Earned Income Tax Credit.

Book excerpt: The book is concerned with research on income distribution inequality of Chinese residents in the last 20 years of the 20th century and the beginning of the 21th century. Measuring and making clear the status of inequality of every consisting parts of normal income of Chinese residents is an important concept. First, on the basis of the statistical data and the estimated data, as well as several kinds of methods that are used to calculate income inequality and suited for the available data, the authors computed the population-income Gini Coefficients of normal income inequality respectively for China's national, urban and rural areas. Second, by using urban/rural income ratio, Theil index and others, they measured the status and trends of Chinese urban/rural gap and regional income disparity, as well as their influence on the whole income inequality. Third, by case study and decomposition analysis some main factors, which had impacts on income inequality of urban and rural residents in China, and their influence, were researched. Fourth, the authors studied and measured the status and changes of the poor population and poverty rates in rural and urban areas in China. Fifth, the trend of inequality of normal income of Chinese residents was predicted at large, and the status of distribution inequality of Chinese residents was judged.
