When the paper industry moved into the South in the 1930s, it confronted a region in the midst of an economic and environmental crisis. Entrenched poverty, stunted labor markets, vast stretches of cutover lands, and severe soil erosion prevailed across the southern states. By the middle of the twentieth century, however, pine trees had become the region’s number one cash crop, and the South dominated national and international production of pulp and paper based on the intensive cultivation of timber. Book excerpt: The current paradigm of forest economics is based on Faustmann Formulation (FF) of land expectation value proposed by Martin Faustmann. It was a great achievement by a forester to propose a formulation that captures some fundamental economic features of capital theory which. However, the followers of the FF approach have trapped themselves into the past, and have not shown any indication of economic acumen of the great Faustmann. This has resulted in a common problem in the current paradigm of forest economics, known as Faustmann Forest Resource Economics (FFRE), to prescribe the application of a single (FF) approach to all situations irrespective of the specific features of the situation. The current state of forest economics is similar to that of neoclassical economics, and is full of inefficiencies. In neoclassical economics, inefficiencies are due to its “locked-in” position in rational economic man, while in forest economics inefficiencies are due to its “locked-in” position in the FF. The focus of this volume is on the new paradigm of forest economics termed as Post-Faustmann Forest Resource Economics (PFFRE). The first chapter lays the foundation of the PFFRE, and presents the key distinctions between the FFRE and the PFFRE. The volume includes twelve other chapters that address issues related to forest economics from perspectives different than the FFRE. Chapter 2 to 6 are focused on issues related to human behavior that is different than the rational economic man, Chapter 7 and 8 on public choice theory, Chapter 9 and 10 on systems approaches, and Chapter 11 to 13 on incremental approaches to incorporate new features in the FFRE.

An informal survey of a number of the published articles and papers presented at international conferences revealed that the interest of the wood science community is continually increasing. In this context, I felt c- pelled to revise the text in accordance with newer findings and this prompted the addition in the present book of 159 new references added to the existing 850 in the first edition. As a result of the favorable comments upon the first edition, from students and colleagues, I have included a part on mathematical theory related to wave pro- gation in orthotropic solids in the general text, in order to enable the interested reader to follow the essentially physical aspects of the subject. A new chapter related to “acousto-ultrasonics” is introduced; Chapters 4, 5, 6, 8, 9, 10, 11, and 12 have been considerably expanded and a significant redistribution of the subject matter from the earlier edition has been made.

It finds that the effectiveness of the strategy has been modest, and the sustainability of its impact is uncertain. The Report identifies seven factors that would make the World Bank forest strategy more pertinent to current circumstances as well as strengthening its ability to achieve its strategic objectives in the forest sector. It recommends that the World Bank use its global reach to address mechanisms for mobilisation of concessional international resources outside its normal lending activities. It also advises the World Bank to be proactive in establishing partnerships with all relevant stakeholders, governments, the private sector, and civil society to meet both its country and global roles. The focus on primary tropical moist forests should be broadened to include all types of natural forests of national and global value. The report suggests that illegal logging needs to be reduced through the promotion of improved governance and enforcement. Other recommendations are to give consideration to forest issues in all relevant sector activity and macroeconomic work, address the employment needs of all poor people while continuing to protect the rights of indigenous people, and to realign the World Bank resources with their objectives in the forest sector.
