Book excerpt: This book combines empirical research and theoretical discussions to demonstrate that the civil society paradigm as a western concept could be applicable to the study of state-society relations in contemporary China. However, the growth of Chinese civil society does not necessarily present an adversarial or confrontational relationship between state and society, but rather it is a cooperative relationship based on common interests and mutual benefits between industrial associations and local governments. The findings of this research confirm that, in contrast to the conventional civil society model in Western and Eastern Europe, where civic organizations are independent of the state, challenging the state hegemony, Chinese civic organizations, however, still lack autonomy and even remain closely linked to the state, but they are growing and expanding their public space and important role in public affairs through active participation. This non-western path for civil society development is a precise reflection of reality that is profoundly shaped and constrained by Chinese institutional, sociological, and cultural context. Through close investigation into the industrial, organizational, and social governance of industrial associations in Wenzhou and in-depth analysis of their challenges and developments within the institutional context, this book provides fresh empirical evidence and insightful analysis of how industrial associations have actively participated in local industrial governance and conduct of public affairs, gained greater space for their development, and become indispensable partners of local government in social governance.

This book provides the first comprehensive analysis of the role of transnational financial associations (TFAs) in the organization of global finance. This book develops three theoretical themes of assemblage, functionality, and power as enrolment. These themes challenge approaches that treat financial power as emanating from a single location or force. Whilst existing approaches tend to treat TFAs as irrelevant or as merely transmitting power originating elsewhere, this book argues that power must be created by painstakingly assembling actors, networks, and objects that are often quite autonomous and working at cross purposes to one another—a process in which TFAs play a central role. The book explores these themes in chapters examining the roles of TFAs in interacting with public authorities, constructing global financial markets, and creating financial communities. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Brazil, Russia, India, and China-also called BRICs-have become important creditors to developing countries. However, how will their loans affect economic development and democracy in recipient countries? We need to understand why governments accept Chinese over Western loan offers before we can predict their likely consequences. In Raise the Debt, Jonas B. Bunte systematically explains how governments choose among competing loan offers. Using statistical analyses and extensive interview data, he shows that the strings attached to loans vary across creditors. Consequently, one domestic interest group may benefit from Chinese credit but not U.S. loans, while the opposite is the case for other groups. Bunte provides evidence that governments cater to whichever domestic interest group is politically dominant when deciding between competing loan offers. Combining a comparative politics approach with international political economy methods, Raise the Debt shows how a deeper understanding of governments' borrowing decisions is critical for gaining insights into how these loans could impact growth and democracy on a global scale.

Book excerpt: When countries become more democratic, new opportunities arise for individuals and groups to participate in politics and influence the making of policy. But democratization does not ensure better representation for everyone, and indeed some sectors of society are ill-equipped to take advantage of these new opportunities. Small industry in Mexico, Kenneth Shadlen shows, is an excellent example of a sector whose representation decreased during democratization. Shadlen’s analysis focuses on the basic characteristics of small firms that complicate the process of securing representation in both authoritarian and democratic environments. He then shows how increased pluralism and electoral competition served to exacerbate the political problems facing the sector during the course of democratization in Mexico. These characteristics created problems for small firms both in acting collectively through interest associations and civil society organizations and in wielding power within political parties. The changes that democratization effected in the structure of corporatism put small industry at a significant disadvantage in the policy-making arena even while there was general agreement on the crucial importance of this sector in the new neoliberal economy, especially for generating employment. The final chapter extends the analysis by making comparisons with the experience of small industry representation in Argentina and Brazil. Shadlen uses extensive interviews and archival research to provide new evidence and insights on the difficult challenges of interest aggregation and representation for small industry. He conducted interviews with a wide range of owners and managers of small firms, state and party officials, and leaders of business associations and civil society organizations. He also did research at the National Archives in Mexico City and in the archives of the most important business organizations for small industry in the post-World War II period.

Service link costs must also be reduced substantially to make production fragmentation economically feasible. The authors in this book discuss these issues and provide policy recommendations.
