Book Synopsis Policy Instruments for Environmental and Natural Resource Management by : Thomas Sterner
Download or read book Policy Instruments for Environmental and Natural Resource Management written by Thomas Sterner and published by Routledge. This book was released on 2013-10-30 with total page 707 pages. Available in PDF, EPUB and Kindle. Book excerpt: Thomas Sterner's book is an attempt to encourage more widespread and careful use of economic policy instruments. The book compares the accumulated experiences of the use of economic policy instruments in the U.S. and Europe, as well as in rich and poor countries in Asia, Africa, and Latin America. Ambitious in scope, it discusses the design of instruments that can be employed in any country in a wide range of contexts, including transportation, industrial pollution, water pricing, waste, fisheries, forests, and agriculture. While deeply rooted in economics, Policy Instruments for Environmental and Natural Resource Management is informed by political, legal, ecological, and psychological research. The new edition enhances what has already been widely hailed as a highly innovative work. The book includes greatly expanded coverage of climate change, covering aspects related to policy design, international equity and discounting, voluntary carbon markets, permit trading in United States, and the Clean Development Mechanism. Focusing ever more on leading ideas in both theory and policy, the new edition brings experimental economics into the main of its discussions. It features expanded coverage of the monitoring and enforcement of environmental policy, technological change, the choice of policy instruments under imperfect competition, and subjects such as corporate social responsibility, bio-fuels, payments for ecosystem services, and REDD.

In that paper, and this Strategy, water resources management is seen to comprise the institutional framework; management instruments; and the development, maintenance and operation of infrastructure. It builds on the 1993 policy paper, evaluating current scenarios and looking at future options and their implications both for government policy and the World Bank.

Book Synopsis Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia by : Jean-Louis Racine
Download or read book Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia written by Jean-Louis Racine and published by World Bank Publications. This book was released on 2011-05-05 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: Standards are everywhere, yet go mostly unnoticed. They define how products, processes, and people interact, assessing these entities’ features and performance and signaling their level of quality and reliability. They can convey important benefits to trade, productivity, and technological progress and play an important role in the health and safety of individual consumers and the environment. Firms’ ability to produce competitive products depends on the availability of adequate quality-support services. A “national quality infrastructure” denotes the chain of public and private services (standardization, metrology, inspection, testing, certification, and accreditation) needed to ascertain that products and services introduced in the marketplace meet defined requirements, whether demanded by authorities or by consumers. In much of Eastern Europe and Central Asia, national quality infrastructure systems are underdeveloped and not harmonized with those of their trading partners. This imbalance increases trade costs, hinders local firms’ competitiveness, and weakens overall export performance. The objective of Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia is to highlight the need to reform and modernize the institutions in the region toward better quality and standards. The book ties in with much of the work done in the World Bank on the business environment, trade facilitation, economic diversification, and enterprise innovation. The countries in the region can improve this situation, revising mandatory standards, streamlining technical regulations, and harmonizing their national quality infrastructure with those of regional and international trade partners. Most governments will need to invest strategically in their national quality infrastructure, including pooling services with neighboring countries and stimulating local awareness and demand for quality. Specifically for the countries of the former Soviet Union, the restructuring process will need to improve governance, thus eliminating conflicts of interest and providing technically credible services to the economy.
Book Synopsis Water, Electricity, and the Poor by : Kristin Komives
Download or read book Water, Electricity, and the Poor written by Kristin Komives and published by World Bank Publications. This book was released on 2005 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book reviews the prevalence and variants of consumer subsidies found in the developing world and the effectiveness of these subsidies for the poor. It places consumer subsidies in a broader social protection framework and compares them with poverty-focused programmes in other sectors using a common metric. It concludes that the most common subsidy instruments perform poorly in comparison with most other transfer mechanisms. Alternative consumption and connection subsidy mechanisms show more promise, especially when combined with complementary non-price approaches to making utility services accessible and affordable to poor households. The many factors contributing to those outcomes are dissected, identifying those that can be controlled and used to improve performance.
