Traditionally, decisions regarding tropical forest land use have been made on the basis of major direct uses of forest land that generate local and national benefits. Typically, this has meant timber extraction and the conversion of forest to agricultural or livestock uses. In recent years increasing attention has been given to the important economic role non-market benefits may play in providing incentives for the conservation of tropical forests. A number of studies have explored the local, national and global benefits generated by non-timber forest products, ecotourism, pharmaceutical prospecting and carbon storage. Another important ecological service that is often cited as an economic justification of conservation activities is the watershed protection function provided by tropical forests. Soil and water conservation may yield benefits to land-owners and alleviate damage to downstream economic activities. Nevertheless efforts to conserve watersheds are plagued by the difficult nature of the externalities involved. The off-site nature of many of the benefits of conservation activities makes both valuation and internalization of these externalities difficult, thereby preventing the development of 'sustainable' watershed protection programs. This is even the case in areas where pristine, mountainous forests provide downstream national benefits to hydroelectricity and irrigation schemes. The establishment of incentive systems that solve market, policy and institutional failures impeding watershed protection in such areas remains a vexing problem for policy-makers, scientists and communities in developing countries. Drawing on the literature and on-going research in Costa Rica, the paper outlines a collaborative research project investigating the potential for economic incentives for watershed protection in the Arenal region of Costa Rica.

Book excerpt: Marine and coastal resources provide millions of people with their livelihoods, such as fishing and tourism, and a range of critical additional ‘ecosystem services’, from biodiversity and culture to carbon storage and flood protection. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.

The overall project has two primary objectives: (1) to test the use of an auction to cost-effectively allocate stormwater management practices among landowners, and (2) to determine the effectiveness of the resulting implementation in terms of hydrological, water quality, and ecological measures. Here, we describe the theories, methods, and criteria used to distribute rain gardens and rain barrels to homeowners in a small, midwestern watershed. The first round of the reverse auction in 2007 resulted in 50 rain gardens and 100 rain barrels installed at 67 of the approximately 350 residential properties in the experimental watershed. In 2008, the auction was repeated and we accepted bids for an additional 35 rain gardens and 74 rain barrels. Stormwater management practices were distributed relatively evenly throughout the watershed and are expected to result in significant improvements in stream quality. We describe our monitoring approach, including 1) parcel-scale hydrology and water quality monitoring of selected rain gardens, and 2) stream monitoring following before-after-control-impact approach for assessing the hydrological, water quality, and biotic responses to stormwater management installation. By employing a multidisciplinary approach to watershed management, the case study offers an example of stormwater management that should be readily transferable to other residential watersheds.
