According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.

In the first edition of Community, Culture, and Economic Development, Meredith Ramsay's close study of two small towns on Maryland's Lower Shore demonstrated that neither model can explain why these communities, alike in so many ways, responded so differently to economic decline or why archaic hierarchies of race, class, and gender remain deeply embedded and poverty seems nearly intractable. Ramsay showed how the lack of economic progress in Somerset, Maryland's poorest county, can best be explained by factoring history, culture, and social relations into the investigator's research. In this second edition she discusses changes that have taken place in the county since the early 1990s, including the dramatic legal victory of the "Somerset Six" and the Maryland ACLU, which ultimately paved the way for the election of an African American to a top county position for the first time in history.

First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. Not only does immigration affect the environment in which everyone lives, learns, and works, but it also interacts with nearly every policy area of concern, from jobs and the economy, education, and health care, to federal, state, and local government budgets. Book excerpt: When hit by recessions or other economic shocks, some communities have persistently low rates of economic growth that cause them to fall behind the rest of the country. The recovery period for these distressed communities is longer and more painful than necessary. Communities that were disproportionately hit by the 1980-82 recessions still have not recovered and to this day have lower incomes, lower employment rates, and lower income growth than other areas. In addition to these negative economic effects, concentrated poverty may increase social problems like crime. Distressed communities continue to suffer, in part because of a mismatch between the skills of local workers and the needs and wants of business and industries. To address this situation, we propose a three-pronged approach: attract businesses to distressed areas, invest in displaced workers, and match workers to jobs. A component of all these approaches is a commitment to rigorous evaluation of the policies themselves. A failure to evaluate these policies would be a missed opportunity to demonstrate policies that work, and would continue to disadvantage residents of communities that suffer distress.
