Book excerpt: This report analyzes the separation decisions of prior-service reservists in the Army Reserve and the Army National Guard, the two components that recruit over 60 percent of all Selected Reserve prior-service accessions. The authors examine the effects of military compensation on attrition among prior-service reservists. They also investigate the ways separation patterns differ, depending on the personal characteristics of individuals. In successive sections, the report (1) reviews the conceptual model of attrition that guides the empirical work and specifies the hypotheses that are tested with the data; (2) discusses the data available for modeling attrition, and the methods of analysis; (3) describes the variation in length of service among prior-service enlistees as a function of selected characteristics; and (4) presents results from a multivariate analysis of attrition. The study suggests that the rate of military pay can significantly affect the length of service of prior-service personnel. However, demographic characteristics have a much larger influence on attrition than economic factors; targeted recruiting may be more effective in retaining personnel for longer terms than changing compensation policies.

Book excerpt: This Note documents a briefing about research on prior-service reservists that was designed to complement previous research about the behavior of non-prior-service reservists. The research investigates accession into the reserves among two groups of individuals with prior military service: (1) those who served on active duty in the Army, and (2) those who served in the Army Reserve or Army National Guard and left reserve service. The research then examines the attrition decision among persons from these two groups who do join (or rejoin) the Army Reserve or Army National Guard. It considers what prior-service personnel enter the reserves, when, why, and the match between their active and reserve occupational specialties. It also considers who leaves the reserves, when, why, and how attrition patterns differ by specialty. The results suggest that targeted recruiting may have more effect on attrition rates than do changes in compensation policies. However, affiliation bonuses appear to be an effective means of recruiting those leaving active service, and, at least for the Army Reserve, in decreasing attrition among those who receive a bonus.

It develops models of attrition that assign a probability of attrition to each recruit type. The models are based on analyses of historical attrition for the fiscal year 1980- 1982 cohorts entering the Army National Guard and Army Reserve. The report focuses on separations to civilian life and develops separate models for attrition during the training and posttraining periods and the first two years after enlistment. A major finding is that economic factors and institutional policies are extremely important determinants of attrition across different cohorts. Although it is possible to predict the relative attrition risk associated with changes in composition or quality, the predictive power of such models is not good. As much as possible, changes in component policies or training standards must be accounted for, as well as the effect of changing economic conditions on both the entering cohorts and the components. Book excerpt: This paper reports and analyzes results of the ARI Survey of Army National Guard/Army Reserve. Supervisors and peers of attritees were asked to rate 36 reasons for leaving the Reserves. Their responses provide information that may be useful in understanding the high turnover rates of Reserve personnel. However, we hypothesize that the survey items may reflect a smaller number of unobserved factors that include conflicts with civilian job or school, lack of leisure time, conflict with family responsibilities, dissatisfaction with Reserve duties, low pay and lack of promotion potential, and health problems. Factor analysis is used to test the factor structure hypothesis. Peer and supervisor responses are compared to identify differences in frequencies and in the factor structure. Because peers and supervisors were asked to rate separation motives for the same attritees, differences in responses between the two groups should be a function of variations in perceptions. Book excerpt: Pursuant to a congressional request, GAO examined enlisted personnel retention in the Selected Reserve, focusing on the causes and extent of personnel turnover and attrition. GAO found that: (1) personnel losses in the Selected Reserve for fiscal year (FY) 1988 totalled 220,909, with attrition rates ranging from 11 percent of Air National Guard reservists to 30 percent of Army reservists; (2) transfers to individual ready reserve units made up the largest category of losses in the Selected Reserve; (3) while nonprior service personnel accounted for 42 percent of enlistments in FY 1988, they constituted 61 percent of overall losses in the Selected Service; (4) the loss of nonprior service reservists represented a direct cost to reserve components for recruitment and training; (5) although the Department of Defense (DOD) distinguished between losses to the total force and realignments within the force, all losses affected the Selected Reserve; (6) the lack of accurate information hampered DOD attrition management; (7) job conflicts, dissatisfaction with training and enlistment terms, and delayed receipt of reserve pay contributed to attrition; (8) mismatches between reservists' primary speciality and their duty specialty was strongly related to attrition; (9) DOD lacked a uniform policy for dealing with reservists who failed to honor their obligation to participate in training; and (10) DOD and various reserve components designed several initiatives to reduce attrition and improve reserve retention, but other opportunities existed to increase personnel retention.

Book excerpt: This paper addresses concerns expressed by the Sixth Quadrennial Review of Military Compensation about the relatively high attrition rates that characterize the reverses. Data from the 1982 New Recruit Survey were matched with data from the Defense Manpower Data Center, and an econometric analysis was done to determine the principal characteristics of soldiers who attrited from the reserves between 1982 and 1987. Some of the results support the conventional wisdom: higher quality soldiers had lower attrition rates than lower quality soldiers. Other results were more surprising: about one third of reservists in 1982 listed unemployment as a major reason for enlisting, and they had higher- than-average attrition rates. Soldiers who said they planned to leave the Army had above-average attrition rates, but soldiers who said that they planned to stay in the Army after their initial enlistment had the same attrition rates as soldiers who said that they simply didn't know their future plans. Book excerpt: This report examines the reenlistment decisions of early- to mid-career reservists (i.e., those with 4-12 years of service) and the forces affecting those decisions. Using the 1986 Reserve Components Survey of Enlisted Personnel, the authors extended earlier reenlistment estimates in several important directions, including (1) developing a reenlistment model with reservists from all six components to measure the impact of component-specific influences; (2) measuring the influence of perceived spouse attitude on reenlistment and contrasting this with a similar measure of perceived employer attitude; and (3) measuring the influence of the training and unit environment on reenlistment. The findings underscore the importance of attitudinal variables in models of reenlistment. Reservists with more favorable employer attitudes have significantly higher reenlistment rates. Spouse attitude toward reserve participation appears to have an even more significant influence on reenlistment rates than employer attitudes. The authors find that the net effect of all the variables in the multivariate models are rather small in magnitude compared with those relating to the marital status/dependents/spouse attitude variables. Dissatisfaction with training, equipment, and morale of the unit also appears to have a fairly significant impact on reenlistment.
