Book excerpt: At the start of each decade the World Development Report focuses on poverty reduction. The World Development Report, now in its twenty-third edition, proposes an empowerment-security-opportunity framework of action to reduce poverty in the first decades of the twenty-first century. It views poverty as a multidimensional phenonmenon arising out of complex interactions between assets, markets, and institutions. This Report shows how the experience of poverty reduction in the last fifteen years has been remarkably diverse and how this experience has provided useful lessons as well as warnings against simplistic universal policies and interventions. It shows how current global trends present extraordinary opportunities for poverty reduction but also cause extraordinary risks, including growing inequality, marginalization, and social explosions. The World Development Report 2000/2001 explores the challenge of managing these risks in order to make the most of the opportunities for poverty reduction.

Available in PDF, EPUB and Kindle. Book excerpt: The World Development Report 2006: Equity and Opportunitypresents a social development strategy organized around the themes of social inclusion, cohesion, and accountability. It examines equality of opportunities--a potentially important factor affecting both the workings of the investment environment and the empowerment of the poor--by building on and extending existing accountability frameworks presented in the 2005Report. TheReportis divided into three parts. Part I describes patterns of inequality in a range of variables both at the national and global level-incomes, educational achievements, health indicators, power, and influence. Part II highlights reasons why some levels of inequality in the variables presented in Part I may be too high-whether for intrinsic reasons or because they harm the attainment of competing values, such as the level of goods and services in the economy. Part III discusses policies that affect the relationship between equity and the development process at a national and global level. This section includes policies that could help reduce the levels of some intermediate inequalities and focuses on circumstances in which these polices form the basis for more rapid overall development and faster poverty reduction. Now in its twenty-eighth edition, theWorld Development Reportoffers practical insights for policymakers, business developers, economic advisers, researchers, and professionals in the media and in non-governmental organizations. It is also an essential supplement to economic and development courses in both academic and professional settings.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a must read for researchers and students interested in poverty, poverty reduction, social welfare and development. It provides systematic and comparative studies on the design features, achievements and problems of targeting, set against specific national contexts. The economic focus of the analysis is balanced with sections on the political economy of targeting and management aspects (administrative systems and incentives). While the considerable variations between targeting mechanisms, schemes and contexts demonstrate the difficulties of blanket policy prescriptions, the book presents a fascinating conclusion. Rather than continuing the debate about universal versus targeted approaches, it proposes that a mixed approach might be best: the broad targeting of basic services such as primary education and health care combined with the narrow targeting of social protection schemes for the very poor. David Hulme, University of Manchester, UK Most governments attempt to target resources directly at the poor through a variety of measures including food and credit subsidies, job creation schemes and basic health and education projects. These measures are usually classified as being either promotional (to help raise welfare in the long term), or protectional (to support the poor in times of adverse shocks). However, for many Asian countries the reality of these poverty targeting measures has proved disappointing. Following a comprehensive overview by the editor, this book offers a detailed assessment of the results of directly channelling resources to the poor and extensively discusses the experience of five Asian countries India, Indonesia, the People s Republic of China, the Philippines and Thailand. The authors demonstrate how in many cases these targeting measures have failed due to their high cost and errors of both undercoverage (where many of the poor are excluded) and leakage (when many of the better-off also benefit from these schemes). The authors conclude that whilst poverty targeting remains a critically important objective, past targeting errors must not be forgotten and improved methods of both identifying and reaching the poor must be implemented. Written by leading experts in the field and including analysis of original country surveys, this seminal text documents clearly the operation and success of aid schemes in Asia. This book will make a worthy addition to the literature on development, poverty reduction, social welfare and Asian studies. It will also be an important source of reference for academics and students of economic development, aid practitioners, government officials and development NGOs.

Available in PDF, EPUB and Kindle. Book excerpt: The book examines India s experience with poverty reduction in a period of rapid economic growth. Marshalling evidence from multiple sources of survey data and drawing on new methods, the book asks how India s structural transformation - from rural to urban, and from agriculture to nonfarm sectors - is impacting poverty. Our analysis suggests that since the early 1990s, urban growth has emerged as a much more important driver of poverty reduction than in the past. We focus in particular on the role of small and medium size conurbations in India, both as the urban sub-sector in which urban poverty is overwhelmingly concentrated, and as a sub-sector that could potentially stimulate rural-based poverty reduction. Second, in rural areas, we focus on the nature of intersectoral transformation out of agriculture into the nonfarm economy. Stagnation in agriculture has been accompanied by dynamism in the nonfarm sector, but there is much debate about whether the growth seen has been a symptom of agrarian distress or a source of poverty reduction. Finally, alongside the accelerating economic growth and the highly visible transformation that is occurring in India s major cities, inequality is on the rise. This is raising concern that economic growth in India has by-passed significant segments of the population. The third theme on social exclusion asks if, despite the dramatic growth, historically grounded inequalities along lines of caste, tribe and gender have persisted. This book would be of interest for policymakers, researchers, non-governmental organizations, and international agencies from India and abroad--who wish to know more about India s experience of the last two decades in reducing poverty.

Book excerpt: In two volumes these books review and expand the theory that poverty in the world's poorest regions could be alleviated by providing small loans to micro-entrepreneurs. Volume 1 provides detailed analysis of this theory and offers policy recommendations for practitioners in this field. Volume 2 presents empirical evidence drawn from comparative experiences in seven developing countries. The work assesses the success of this policy and provides some startling conclusions. This is essential reading for all those interested in development, poverty-reduction, social welfare and finance.

Available in PDF, EPUB and Kindle. Book excerpt: The need for social safety nets has become a key component of poverty reduction strategies. Over the past three decades several developing countries have launched a variety of programs, including cash transfers, subsidies in-kind, public works, and income-generation programs. However, there is little guidance on appropriate program design, and few studies have synthesized the lessons from widely differing country experiences. This report fills that gap. It reviews the conceptual issues in the choice of programs, synthesizes cross-country experience, and analyzes how country- and region-specific constraints can explain why different approaches are successful in different countries.
