Download or read book Institutional Constraints and Policy Choice written by James C. Clingermayer and published by State University of New York Press. This book was released on 2001-03-29 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Institutional arrangements constitute the "rules of the game" for any civil and political society. To understand urban politics and policy making, including issues dealing with economic development, zoning, constituency representation, government borrowing, and service contract decisions, discovering institutional regularities is key. To achieve this the authors combine older institutional approaches emphasizing formal structure and governance organizations with newer approaches and transaction cost theory. Institutional Constraints and Policy Choice contends that institutional arrangements both shape and are shaped by human behavior, and when combined with contextual factors and the uncertainty associated with leadership turnover provide the basis of understanding how decisions are made at the level of local government.

Book Synopsis Government and Market in China by : Jian Zhang
Download or read book Government and Market in China written by Jian Zhang and published by Nova Biomedical Books. This book was released on 2004 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the key role played by local governments in China's market-oriented economic reform process since 1978. In particular, it addresses the much debated questions of why Communist Party officials at the local level embraced market reform despite its potentially detrimental effects on their power, and how the choices they made have shaped institutional changes and the pattern of development in the economies under their jurisdiction. In contrast to most recent studies of local governments in China, which have tended to explain local state activism in terms of the economic interests of local government officials, this book highlights the role that political interests have played in shaping economic behaviour. The contention is that the active involvement of local governments in the economy has been motivated not only by a desire to seek economic benefits, but also, and more importantly, by political considerations. The political perspective emphasised in this book leads to a reassessment of the nature and effect of the role of local government in the economic growth and institutional changes in China's transitional economy. Tracing the behaviour of local government to its political origin, the book not only explains more fully the motivational sources of economic activism at the local level, but also demonstrates the contradictory ways in which local governments intervene in the economy, the internal weakness of the local state-led development, and how problems caused by politically-motivated economic intervention catalysed the privatisation of the local government-run economic sector during mid-1990s.

Book Synopsis Local Government and Politics in China by : Yang Zhong
Download or read book Local Government and Politics in China written by Yang Zhong and published by Routledge. This book was released on 2015-02-18 with total page 211 pages. Available in PDF, EPUB and Kindle. Book excerpt: After over a decade of administrative and economic reform in mainland China, the center has become increasingly remote and less important for many localities. In many ways, the mobilization capacity of the central government has been weakened. Central government policies are often ignored and local officials are often more interested in personal projects than in centrally directed economic plans. In this study of local government and politics in China, the author explores when and why local government officials comply with policy directives from above. Drawing on interviews with government officials in various municipalities and a review of county records and other government documents, he provides the first in-depth look at policy implementation at the county and township levels in the PRC. The book examines the impact of the Chinese cadre system on the behavior of local officials, local party and government structure, relationships among various levels of Chinese local government, policy supervision mechanisms at local levels, village governance of China, and more.
Book Synopsis Local Government Administration in Small Town America by : James C. Clinger
Download or read book Local Government Administration in Small Town America written by James C. Clinger and published by . This book was released on 2023 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In government administration and leadership, rural community leaders face unique challenges in delivering public services including (but not limited to) education, health care, and public safety. Meanwhile residents who live in smaller and more isolated rural settings often face greater difficulties accessing provisions and services or commuting to work, among other economic development challenges. These factors may affect a community's resiliency to and recovery from shocks such as the COVID-19 pandemic. Local Government Administration in Small Town America devotes some overdue scholarly attention to the governance and administration of public programs in small towns and rural communities in the United States. The chapter contributors to this volume analyze some of the unique challenges rural communities face, as well as the policy tools that their governments employ to address them. The book explores ways that small town governments collaborate with one another, the state, and the federal government, and examines how local government officials use knowledge of people and place to improve policy performance. The chapters are designed to provide cases and strategies for students and practitioners in public administration to use in a small town environment, while also considering a community's distinctive social and political culture which determines how local political leaders and government practitioners might respond to demands and challenges they face. Local Government Administration in Small Town America is an essential resource for undergraduate and graduate students studying local government, as well as for rural practitioners navigating evolving challenges unique to their communities"--
