Book Synopsis Indian Gaming and Tribal Sovereignty by : Steven Andrew Light
Download or read book Indian Gaming and Tribal Sovereignty written by Steven Andrew Light and published by University Press of Kansas. This book was released on 2005-09-27 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: From Connecticut to California, Native American tribes have entered the gambling business, some making money and nearly all igniting controversy. The image of the "casino Indian" is everywhere. Some observers suspect corruption or criminal ties, or have doubts about tribal authenticity. Many tribes disagree, contending that Indian gaming has strengthened tribal governments and vastly improved the quality of reservation life for American Indians. This book provides the clearest and most complete account to date of the laws and politics of Indian gaming. Steven Light and Kathryn Rand explain how it has become one of today's most politically charged phenomena: at stake are a host of competing legal rights and political interests for tribal, state, and federal governments. As Indian gaming grows, policymakers struggle with balancing its economic and social costs and benefits. Light and Rand emphasize that tribal sovereignty is the very rationale that allows Indian gaming to exist, even though U.S. law subjects that sovereignty to strict congressional authority and compromised it even further through the Indian Gaming Regulatory Act of 1988. Their book describes Indian gaming and explores today's hottest political issues, from the Pequots to the Plains Indians, with examples that reflect a wide range of tribal experience: from hugely successful casinos to gambling halls with small markets and low grosses to tribes that chose not to pursue gaming. Throughout, they contend that tribal sovereignty is the key to understanding Indian gaming law and politics and guiding policy reform-and that Indian gaming even represents a unique opportunity for the emergence of tribal self-determination. As political pressure on tribes to concede to state interests grows, this book offers a practical approach to policy reform with specific recommendations for tribal, federal, state, and local policymakers. Meticulously argued, Indian Gaming and Tribal Sovereignty provides an authoritative look at one of today's most vexing issues, showing that it's possible to establish a level playing field for all concerned while recognizing the measure of sovereignty-and fairness-to which American Indians are entitled.

Book Synopsis The Social and Economic Impact of Native American Casinos by : William N. Evans
Download or read book The Social and Economic Impact of Native American Casinos written by William N. Evans and published by . This book was released on 2002 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: In the late 1980s, a series of legal rulings favorable to tribes and the subsequent passage of the Indian Gaming Regulatory Act of 1988 legalized gaming operations on reservations in many states. Today, there are over 310 gaming operations run by more than 200 of the nations' 556 federally-recognized tribes. Of these operations, about 220 are Las Vegas' style casinos with slot machines and/or table games. We use a simple difference-in-difference framework where we compare economic outcomes before and after tribes open casinos to outcomes over the same period for tribes that do not adopt or are prohibited from adopting gaming. Four years after tribes open casinos, employment has increased by 26 percent, and tribal population has increased by about 12 percent, resulting in an increase in employment to population ratios of five percentage points or about 12 percent. The fraction of adults who work but are poor has declined by 14 percent. Tribal gaming operations seem to have both positive and negative spillovers in the surrounding communities. In counties where an Indian-owned casino opens, we find that jobs per adult increase by about five percent of the median value. Given the size of tribes relative to their counties, most of this growth in employment is due to growth in non-Native American employment. The increase in economic activity appears to have some health benefits in that four or more years after a casino opens, mortality has fallen by 2 percent in a county with a casino and an amount half that in counties near a casino. Casinos do, however, come at some cost. Four years after a casino opens, bankruptcy rates, violent crime, and auto thefts and larceny are up 10 percent in counties with a casino.
Book Synopsis The Economic Impacts of American Indian Casinos by : Wooyoung Kim
Download or read book The Economic Impacts of American Indian Casinos written by Wooyoung Kim and published by LAP Lambert Academic Publishing. This book was released on 2013 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the impact of American Indian casinos on social and economic outcomes of reservation residents using restrict-use data from 1990 and 2000 census long form. Federal legislature in 1988 allowed Indian tribes in certain states to open casinos and since then, over 400 casinos have opened, 240 of which have Las Vegas-style games. Casino operations increased employment rates and wages. The impact was primarily for Indians and larger for low-skilled workers among Indians. Employment rates of Indians increased by more than 5.5 %p for those with or less than high school degree.Young Indian adults responded by dropping out of high school and not enrolling college even though many tribes had generous college tuition subsidy programs. High school enrollment rates fell by 4.8 to 8.7 %p for Indians aged 17 and 18. College entrance rate fell by 5.3 to 8.8 %p for young Indians. Economic changes on gaming reservations also altered the incentives to marry and have children. Ever married rates increased by 2.6 to 5.0 %p for males aged 18 to 21. The fraction of females (aged 18 to 25) having children fell for both Indians and non-Indians by 3.4 to 3.7%p.
