Book excerpt: Free and flexible labour markets can automatically end both labour surpluses (unemployment) and labour shortages (over-employment). However, in practice various things may impede wage flexibility, freedom of contract, and labour mobility – and thus the balancing of supply and demand. Protectionist minimum wage tariff barriers and other obstacles to labour market entry and competition are one major general cause of unemployment. Technological and other business-economic development is a second major general cause while contraction or recession in economies is a third. The book argues that broadly dividing unemployment into obstructional, developmental, and contractional types is more accurate and useful than distinguishing between frictional, structural, and cyclical forms (the conventional economic classification). It also argues that is inadequate to analyze labour markets or explain employment and unemployment in purely economic terms. Even in the most developed, differentiated and autonomous market capitalist economies, external socio-cultural, personality, and physical-organic environmental factors still impinge on labour markets and employment. A general theme of the book is the importance of bringing in empirical data from the real world to support or disprove theories.

This debate has, in turn, resulted in a large amount of activity in government policy making circles. Despite the discussion and policy activity, the nature of shortages remains poorly defined, with much of the concern seeming to focus on phenomena associated with the normal workings of the labour market as industries grow and out compete less efficient industries for scarce resources. Put this way, it is easy to see that much of the discussion around the topic of shortage seems remarkably close to the economic problem − that of satisfying unlimited wants with limited resources. The discipline of economics is focused on the analysis of this problem, and this paper contributes to the debate by framing skill shortage in this context. It is shown that economic theory provides a strong conceptual framework to define shortage and to enable the evaluation of proposed policy responses to this issue. [Author abstract]

Book excerpt: This paper assesses the claim the the US faces an impending labor shortage due to the impending retirement of baby boomers and slow growth of the US work force, and that the country should orient labor market and educational policies to alleviate this prospective shortage. I find that this analysis is flawed, by making growth of GDP the target of economic policy and by paying inadequate attention to the huge supply of qualified low wage workers in the global economy. My analysis shows that the projections of future demands for skills lack the reliability to guide policies on skill development, and that contrary to the assumption implicit in the shortage analyses, demographic changes have not historically been consistently associated with changes in labor market conditions. I argue that if there is to be a shortage, the country should allow the competitive market to raise labor compensation rather than to adopt policies to keep labor costs low.
