Book excerpt: This book takes stock of micro irrigation systems (MIS), the technological intervention in India’s agricultural and water management sectors, over the past couple of decades. Based on empirical research from the major agriculturally dynamic states, viz., Gujarat, Rajasthan, Maharashtra, Tamil Nadu, Andhra Pradesh and Karnataka, the book provides a nuanced understanding and objective assessment of the implementation and adoption of MIS across these states. It addresses several of the questions related to adoption and impacts of MIS in India. On the adoption side, the key question that the book addresses is which segment of the farming community adopts MIS across states? The impacts analysed include those on physical, agronomic and economic aspects. At the macro level, the question being asked is about the future potential of MIS in terms of saving water from agriculture and making more water available for environment. The book also addresses the question of the positive/negative externalities and real social benefits and costs from the use of MIS, a major justification for heavy capital subsidies for its purchase by farmers. The empirical findings indicate that electricity regulation is unlikely to fulfil the expectations of an allocation-efficient tariff structure in the given political situation, leading to regulatory capture. The report's chronological approach reveals development paths that are also present in the current action situations. The findings suggest that the involved properties of transactions inherent in the choices available to each actor are constitutive for understanding the unfolding of each potential and the realised development path. The economic conditions of dry-land agriculture and the costs of food provision render a shift towards a cost-based tariff setting unlikely. The analysis at the level of electricity distribution and agricultural production systems indicates that although marginal costs of electricity supply are inexistent, the costs for the consequences of poor infrastructure incur heavy burdens on agricultural enterprises. The costs of electricity would exceed those for each of the other input factors of production. The absence of marginal costs has led to highly inefficient groundwater irrigation. Fortunately, incentives in agriculture for higher power quality are given, resulting from the high costs of pump set burnouts through voltage fluctuations. This incentive can be combined with energy efficiency measures. Effective measures are most feasible at the level of the electricity sub-station, isolating an agricultural electricity feeder and the connected distribution transformers.

Book excerpt: The thesis is the study of a major policy change in the management of irrigation systems in Andhra Pradesh, India. The policy change was implemented with a {u2018}big bang{u2019}, and provided for decentralized management of irrigation systems, by creating Water User Associations for all irrigation systems in the state. The overall objective of the research was to identify and analyze why a reform process launched with strong political support nonetheless failed to meet its objectives. It is hypothesized that policy implementation remained poor due to inconsistencies in policy, legislation and institutions. The study of the policy formulation stage highlights that the role of a few stakeholders was critical in driving the policy process and had an impact on policy content. Analysis suggests that such top down policy processes face severe resistance to implementation from existing stakeholder networks while the failure of democratic processes inhibit policy implementation. The research explores the impact of system design on resource characteristics and management options and finds that the scope of policy outcomes are limited by the existing irrigation system designs that do not support decentralized management. The research examines the impact of functional decentralization on existing irrigation bureaucracy and the impact of their adverse response to policy adoption. Democratic processes are scrutinized to study their impact on functional effectiveness of water user associations. The analysis suggests that providing for a democratic process does not guarantee participation. The research highlights that effectiveness of a policy depends on changing the existing power structures and organizational accountability mechanisms in order to address underlying (perverse) incentive structures. The analysis of this research also suggests that there is a need to interpret the theoretical underpinnings of representative democracy with caution and within the contexts of rural realities of patronage-type village structures that exist.

The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.
