Available in PDF, EPUB and Kindle. Book excerpt: Approximately 25% of Latin Americans live on less than $2 a day, and Latin America is the most unequal region of the world. Poverty and inequality cause suffering and slow development. The solution must include generating an inclusive development process through satisfying the basic needs of the poor that enhance their productivity, that enable them to contribute to the development process, and that enables them to earn the income necessary to live a full life. Decentralization of taxing and spending from the central government to lower levels of government can help to satisfy basic needs of the poor and create an inclusive development process. However, decentralization is a stepby-step process that must implemented by taking into account real-world circumstances such as a lack of administrative ability in local government, and by formulating policy accordingly. The book derives economic principles for implementing the process of decentralization, and it presents cases that illustrate the principles at work. It is an economic guide for policymakers and practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: This study highlights the interaction between social protection (SP) programs and labor markets in the Latin America region. It presents new evidence on the limited coverage of existing programs and emphasizes the challenges caused by high informality for achieving universal social protection for old age income, health, unemployment risks and anti-poverty safety nets. It identifies interaction effects between SP programs and the behavioral responses of workers, firms and social protection providers, which can further undermine efforts to expand coverage, summarizing evidence from recent work across the region. The book argues for a re-design of financing to eliminate cross subsidies between members of contributory programs and subsidies that effectively tax income from formal employment. It advocates well-targeted, tax-funded, tapered subsidies to provide incentives to the savings efforts of low-income workers, coupled with an effective safety net for the extreme poor who have no capacity to contribute to financing their own social protection arrangements. It also argues for the consolidation of programs and harmonization of benefits packages across different insurers. The book develops an overall conceptual framework and presents in-depth analysis of the main SP sectors of pensions, health, unemployment insurance and labor market programs, and safety net transfers.

Available in PDF, EPUB and Kindle. Book excerpt: This book draws on country case studies to focus on the environmental implications of economywide policy reforms undertaken at the sectoral or macroeconomic level. Although the emphasis is upon economic policies, other noneconomic measures are also relevant, such as social, institutional, and legal actions. The main feature of most policy reforms directed at various levels of economic decisionmaking are price changes designed to promote efficiency and reduce waste. This report reinforces the view that policies that address price-related distortions can contribute to both economic and environmental goals (win-win policy reforms). A recurring theme in the case studies is that the potential for achieving parallel gains in conventional economic, social, and environmental goals is often present when economywide reforms attempt to improve macroeconomic stability, increase efficiency, and alleviate poverty. However, in important cases these potential gains cannot be realized unless complementary environmental and social measures are carried out. Available in PDF, EPUB and Kindle. Book excerpt: This volume brings together approaches to, and perspectives on, English, Spanish, and Galician language, literature, and culture from the fields of women’s, gender, and queer studies. As its title reflects, the book adopts an inclusive attitude to the so-called “others” present in these fields. Since queer theory first appeared in academia, its influence has been notorious within both women’s and genders. As such, it is vital to “queer” academia so that it re-conceptualises its foundations; indeed, the contributions here serve to alter the reader’s consciousness of the terms “woman” and “gender”. The first chapters concern the field of discourse analysis. Two discuss the written work of female scientists in the Late Modern Era and their role in society. Another deals with women’s political discourse in South America. In the following section on literature, the contributors question the current heteronormative and androcentric ways of reading texts. The works on culture study contemporary genres, such as video games, video clips, and pieces of news, and take readers away from Europe. The Epilogue draws on the book’s intersubjective spirit to propose a dialogue, among multiple disciplines and the people who practise them. As such, the volume reflects the eclectic nature of queer, women’s, and gender studies, and their world-wide acceptance by the scholarly community.
