Book excerpt: New policies are needed if the Pacific is to realise its potential as a peaceful, prosperous region, where the Pacific's citizens enjoy good standards of health and education, long lives and many opportunities; where Pacific economic growth is constantly improving, driven by environmentally sustainable service industries; where coups, civil conflict and the dangers of failed states have been relegated to the past; where the Pacific is integrated into the wider region, and is an influential voice in world affairs. Argues that Pacific countries including Australia, need to embrace regional integration to realise this vision. The book sets out a comprehensive plan for realising a Pacific regional community dedicated to promoting sustainable development, security, human rights, the rule of law and democracy.

Available in PDF, EPUB and Kindle. Book excerpt: Politics and State Building in Solomon Islands examines a crisis moment in recent Solomon Islands history. Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country's volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for 'cooperative intervention' in 'failing states' worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of 'cooperative intervention' as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Providing a critical but balanced analysis, Politics and State Building in Solomon Islands has important implications for the wider debate about international state-building interventions in 'failed' and 'failing' states.

Book excerpt: Since the abortive 1988 pro-democracy uprising, Myanmar (formerly Burma) has attracted increased attention from a wide range of observers. Yet, despite all the statements, publications and documentary films made about the country over the past 32 years, it is still little known and poorly understood. It remains the subject of many myths, mysteries and misconceptions. Between 2008 and 2019, Andrew Selth clarified and explained contemporary developments in Myanmar on the Lowy Institute’s internationally acclaimed blog, The Interpreter. This collection of his 97 articles provides a fascinating and informative record of that critical period, and helps to explain many issues that remain relevant today.

Book excerpt: Since the time of decolonisation in Fiji, women’s organisations have navigated a complex political terrain. While they have stayed true to the aim of advancing women’s status, their work has been buffeted by national political upheavals and changing global and regional directions in development policy-making. This book documents how women activists have understood and responded to these challenges. It is the first book to write women into Fiji’s postcolonial history, providing a detailed historical account of that country’s gender politics across four tumultuous decades. It is also the first to examine the ‘situated’ nature of gender advocacy in the Pacific Islands more broadly. It does this by analysing trends in activity, from women’s radical and provocative activism of the 1960s to a more self-evaluative and reflexive mood of engagement in later decades, showing how interplaying global and local factors can shape women’s understandings of gender justice and their pursuit of that goal.

Book excerpt: "Selth's book will become a standard reference work. [It] is an encyclopedic, nuts and bolts analysis of the modern-day Tatmadaw...updat[ing] our understanding of th[eir] increasingly modernized armed forces." Critical Asian Studies "Selth's 25 years as a diplomat, strategic defence analyst, and academic has produced more subtle elements...[than a simple] confrontation between the movement for democracy and the all-powerful military, the Tatmadaw." John Graham, in The Canberra Times"This book is essential reading for any student of Burma, security in the Asia-Pacific region, China-India relations, or military and strategic priorities in Asia and the world. The key to coming to grips with modern Burma is to understand the country?s armedforces. Although it has dominated all aspects of Burmese life since the 1962 coup, there has been no comprehensive ordetailed study of the Tatmadaw as a military institution. Drawing on five years of research in Burma and beyond, including interviews with military specialists and commentators, Andrew Selth has written the first book on the inner workings of the Tatmadaw. Here is a scholarly and objective account of Burma?s strategic posture, its defense policies and threat perceptions; its military doctrine, defense expenditures, arms acquisitions, and combat capabilities. Here are chapters on Burma?s intelligence apparatus, and its suspected uses of chemical and biologicalweapons. Diagrams and maps illustrate the Tatmadaw?s organization, structure, and order of battle. The authorpays particular attention to the dramatic expansion and modernization of the Tatmadaw since the 1988 pro-democracy uprising and the secret role that countries like China have played in this process. There are valuable insights into the way the armed forces have attempted to govern Burma over the past 14years, their internal disputes, and how they see their future role. Finally, the book examines how the Tatmadaw might cope with a democratic government coming to power in Rangoon.?This study is unique in the literature and it is evident that it will be required reading for anyone seriously concerned with Myanmar, the Southeast Asia region, and indeed with the relationships between India and China. It is not only those observers of the Burmese scene who are in Mr. Selth?s debt, but also those involved in thestudy of the military in various societies who can learn much from this important volume. There are lessons of Burma/Myanmar applicable in relation to policies in other multi-ethnic states, in economic development, and in civil-military relations. Mr. Selth has given us much to muse on beyond the borders of that unfortunate country?. from the Foreword by David I. Steinberg

It analyses Japan’s successes and experiments in trade policy as well as its failures in macro-economic policy. Japan’s diplomatic and economic integration strategies are also examined for their impact on East Asia and on Australia. The collection assesses China’s growth and dynamism and questions the nature of the competition for economic influence between Japan and China. Contributors to Japan’s Future in East Asia and the Pacific are all graduates of The Australian National University who are making their mark in the region as scholars and economists on East Asian and Pacific affairs.

Indonesia, Thailand, the Philippines, Burma, Pakistan, Bangladesh, South Korea, Fiji and Papua New Guinea all fall under the spotlight as the authors examine the role which the military has played in bringing about changes of political regime, and in resisting pressures for change.
