P. Fedorov and R. O. Vicente (Joint Chairmen), W. Fricke, J. Kovalevsky, P. Melchior, N. Pariisky, M. Rochester, C. Sugawa, G. Wilkins and Ya. Yatskiv, who presided over the Local Organizing Com mittee. The meeting was sponsored by Commission 19 and co-sponsored by Commissions 4, 8, and 31. There were 114 registered participants from 14 countries. The main topics covered were as follows: the specification of nutation in the lAU system of astronomical constants; determination of forced nutation and nearly diurnal free polar motion from astronomical observations; expected use of lunar ranging data and long baseline interferometers for precise measurement of the nutation terms; models of the internal constitution of the Earth as the basis of a new theory of nutation; the effect of the ocean and liquid core on the rotation of the Earth; and the interaction between Earth tides and nutation.

Book excerpt: The idea for organl.zl.ng an Advanced Research Workshop entirely devoted to the Earth rotation was born in 1983 when Professor Raymond Hide suggested this topic to the special NATO panel of global transport mechanism in the Geosciences. Such a specialized meeting did not take place since the GEOP research conference on the rotation of the Earth and polar motion which was held at the Ohio State University (USA) in 1973. In the last ten years, highly precise measurements of the Earth's rotation parameters and new global geophysical data have become available allowing major advance to be made in the under standing of the various irregularities affecting the Earth's rotation. The aim of the workshop was to bring together scientists who have made important contributions in this field during the last decade both at the observational and geophysical interpretation levels. The confe rence was divided into four main topics. The first session was dedicated to the definition, implementation and maintenance of the terrestrial and celestial reference systems. A few critical points have been identified as requiring further improvements: (i) appro priate selection of terrestrial sites recognized for their long term stability, (ii) determination of the relationship between terrestrial and celestial references systems as well as between the various terrestrial ones, (iii) improvment of the theory of a rotating elastic earth (the recently adopted theory needs already some corrections').

Book excerpt: The changing character of the IAU General Assemblies becomes most clear from a comparison of the agenda of the Brighton meeting with that of one of the earlier meetings. The fourth General Assembly (Cambridge Mass. , 1932) had about 240 participants, registered guests included, the Brighton meeting had about 2300 people attending. The Cambridge meeting lasted 5, working days, of which, however, three half days were exclusively devoted to excursions, leaving four real meeting days. At that time the nearly 30 commissions had each only one meeting, during part of a morning or afternoon; some commissions did not meet at all. There was one public lecture, by Sir Arthur Eddington, on 'The Expanding Universe'. Most of the small European countries were represented by two or three delegates only, but the delegations of France and Great Britain were composed of 20 and 18 scientists respectively; at that time there were only two delegates from Germany. After the Brighton General Assembly, with about 200 commission meetings - one commission met eleven times! - six Joint Discussions, four Invited Discourses, a Special Meeting and hardly time for excursions, there were a few complaints about too many overlapping meetings.
