Book excerpt: We contribute new UK evidence about measurement errors and employment earnings to a field dominated by findings about the USA. We develop and apply new econometric models for linked survey and administrative data that generalize those of Kapteyn and Ypma (Journal of Labor Economics, 2007). Our models incorporate mean-reverting measurement error in administrative data in addition to linkage mismatch and mean-reverting survey measurement error and 'reference period' error, while also allowing error distributions to vary across individuals. Annualised survey earnings underestimate true annual earnings on average. Mean-reversion in survey measurement errors is absent. Both earnings sources underestimate true earnings inequality. The survey earning measure is more reliable than the administrative data earnings measure, but hybrid earnings predictors based on both sources are distinctly more reliable than either source-specific measure. The models with heterogeneous measurement error distributions indicate how data quality may be improved. For example, for survey quality, our results highlight how respondents showing payslips to interviewers have smaller survey error variances. For administrative data, our results suggest that greater error variances are associated with non-standard jobs, private sector jobs, and employers without good payroll systems.

The analysis compares Current Population Survey data to administrative Social Security payroll tax records for a sample of heads of households over two years. In contrast. to the typically assumed properties of measurement error, the results indicate that errors are serially correlated over two years and negatively correlated with true earnings (i.e., mean reverting). Moreover, reported earnings are more reliable for females than males. Overall, the ratio of the variance of the signal to the total variance is .82 for men and .92 for women. These ratios fall to .65 and .81 when the data are specified in first-differences. The estimates suggest that longitudinal earnings data may be more reliable than previously believed.

Our primary data source is the PSID Validation Study, a two-wave panel survey of a sample of workers employed by a large firm which also allowed us access to its very detailed records of its workers earnings. etc. The second data source uses individuals' 1977 and 1978 (March Current Population Survey) reports of earnings, matched to Social Security earnings records. In both data sets, individuals: reports of earnings are fairly accurately reported, and the errors are negatively related to true earnings. The latter property reduces the bias due to measurement error when earnings are used as an independent variable, but (unlike the classical-error case) leads to some bias when earnings are the dependent variable. Measurement-error-induced biases when change in earnings is the variable of interest are larger, but not dramatically so. Various measures of hourly earnings were much less reliable than annual earnings. Retrospective reports of unemployment showed considerable under-reporting, even of long spells.

We begin by decomposing the total survey error in the mean of survey reports of dollars received from a government transfer program. We decompose this error into three parts, generalized coverage error (which combines coverage and unit non-response error and any error from weighting), item non-response or imputation error, and measurement error. We then discuss these three sources of error in turn and how linked administrative and survey data can assess and reduce each of these sources. We then illustrate the potential of linked data by showing how using linked administrative variables improves the measurement of income and poverty in the Current Population Survey, focusing on the substitution of administrative for survey data for three government transfer programs. Finally, we discuss how one can examine the accuracy of the underlying links used in the combined data.

Book excerpt: In this paper we use indirect inference to estimate a joint model of earnings, employment, job changes, wage rates, and work hours over a career. Our model incorporates duration dependence in several variables, multiple sources of unobserved heterogeneity, job-specific error components in both wages and hours, and measurement error. We use the model to address a number of important questions in labor economics, including the source of the experience profile of wages, the response of job changes to outside wage offers, and the effects of seniority on job changes. We provide estimates of the dynamic response of wage rates, hours, and earnings to various shocks and measure the relative contributions of the shocks to the variance of earnings in a given year and over a lifetime. We find that human capital accounts for most of the growth of earnings over a career although job seniority and job mobility also play significant roles. Unemployment shocks have a large impact on earnings in the short run as well a substantial long long-term effect that operates through the wage rate. Shocks associated with job changes and unemployment make a large contribution to the variance of career earnings and operate mostly through the job-specific error components in wages and hours.

Book excerpt: We provide new evidence on the extent of measurement error in respondent-reported earnings data by exploiting detailed W-2 records matched to older workers in the Health and Retirement Study (HRS). Our empirical findings are qualitatively consistent with the findings of previous studies. Mean measurement error in the 1991 HRS earnings data for men is somewhat larger than what has been found in other validation studies, but is still modest, averaging about 0.059 log points, approximately 5.9 percent, or $1,500. For women in 1991, it is 0.067 log points, approximately 6.7 percent, or $916. We find a negative correlation between the measurement error and the true value of earnings as measured by the W-2 records, which indicates the presence of non-classical measurement error. For men and women, this error shows little correlation with a standard set of cross-sectional earnings determinants. The one exception is that the measurement error rises with reported education. The bias on the OLS parameter estimate of the impact of having a college degree or higher (relative to a high school drop-out) from using the respondent-reported rather than the W-2 earnings is positive and estimated to be 0.071 log points, or roughly a bias of 7 percent.
