Book excerpt: Since the middle of the 20th Century yield design approaches have been identified with the lower and upper bound theorem of limit analysis theory – a theory associated with perfect plasticity. This theory is very restrictive regarding the applicability of yield design approaches, which have been used for centuries for the stability of civil engineering structures. This book presents a theory of yield design within the original “equilibrium/resistance” framework rather than referring to the theories of plasticity or limit analysis; expressing the compatibility between the equilibrium of the considered structure and the resistance of its constituent material through simple mathematical arguments of duality and convex analysis results in a general formulation, which encompasses the many aspects of its implementation to various stability analysis problems. After a historic outline and an introductory example, the general theory is developed for the three-dimensional continuum model in a versatile form based upon simple arguments from the mathematical theory of convexity. It is then straightforwardly transposed to the one-dimensional curvilinear continuum, for the yield design analysis of beams, and the two-dimensional continuum model of plates and thin slabs subjected to bending. Field and laboratory observations of the collapse of mechanical systems are presented along with the defining concept of the multi-parameter loading mode. The compatibility of equilibrium and resistance is first expressed in its primal form, on the basis of the equilibrium equations and the strength domain of the material defined by a convex strength criterion along with the dual approach in the field of potentially safe loads, as is the highlighting of the role implicitly played by the theory of yield design as the fundamental basis of the implementation of the ultimate limit state design (ULSD) philosophy with the explicit introduction of resistance parameters. The Government originally announced proposals for modernising the London Underground network system via Public-Private Partnership (PPP) agreements in 1998. Three contracts were drawn up with: (i) Tube Lines for the maintenance and renewal of the Jubilee, Piccadilly and Northern Lines; (ii) with Metronet Rail BVC for the maintenance and renewal of the Bakerloo, Central, Victoria & Waterloo & City Lines; (iii) with Metronet Rail SSL, responsible for the maintenance and renewal of the "sub-surface lines": the Circle, District, Hammersmith & City, Metropolitan & East London Lines. These PPP Agreements, 30 years in duration, were arrangements to maintain, renew and upgrade parts of London Underground by private sector infrastructure companies (Infracos), whilst London Underground is responsible for services to customers. The PPP Agreements also set out a performance-related incentive and penalty scheme to remunerate the Infracos for the improvements they make to the network. In May 2007, Metronet admitted an overspend of £1 billion and was refused access to loan facilities by the banks. It then made a reference to the PPP Arbiter, which in turn triggered an Extraordinary Review (which occurs when extra costs are incurred above the level allowed for the bid). Metronet put in a bid for £551m but the PPP Arbiter provisionally concluded that a sum of £121m was appropriate. Metronet subsequently went into administration on 18 July 2007. The report sets out a number of conclusions and recommendations, including: contracts that were supposed to deliver 35 station upgrades, in fact delivered only 14, 40% of the requirement; stations that were supposed to cost Metronet SSL £2m, cost £7.5m, with only 65% of schedule track renewal accomplished; the Committee criticises the consequences of the imposition of PPP on Transport for London, as a "lamentable state of affairs", with the future of most of London Underground's upgrade and maintenance work in doubt; the Committee states, that the Government should remember the failure of Metronet before it considers entering similar arrangements; that the Government should publish a candid analysis of the events preceding Metronet's collapse and its consequences; the Committee believe that the PPP model was flawed and probably inferior to traditional public-sector management; that the Government needs to prioritise transparency and clarity to taxpayers and ensure that any future contracts result in clear accountability.

Ce modèle peut être implanté dans un code de calcul par éléments finis comme un modèle d'endommagement.

Deux champs d'étude constituent la structure de cet ouvrage, l'un relatif à la modélisation de la singularité induite par la pointe d'une fissure qui est relatée dans le premier tome intitulé : Modélisation des champs mécaniques en pointe de fissure et des singularités. Dans ce premier tome, une introduction à la mécanique des milieux continus s'avère nécessaire. Ensuite, une démarche consistant à étudier la façon permettant de voir "Comment introduire une singularité dans un milieu continu ?" est développée. Pour ce faire, deux manières subsistent : La première, locale, consiste, d'une part, à décrire les fonctions de contraintes (voire de déformations) comme étant continues partout sauf à la pointe de la fissure et d'autre part à introduire les conditions de surfaces libres relatives aux lèvres de la fissure, il s'agit alors de l'analyse asymptotique. Quant à la seconde manière, énergétique, elle revient à évaluer le taux de restitution de l'énergie potentielle conséquente à un accroissement infinitésimal de la longueur de fissure. Le deuxième tome du livre intitulé : propagation et bifurcation de fissure, traite des critères de propagation et de bifurcation de fissure en milieu élastique et élastoplastique sous des chargement monotone (Rupture fragile) et dynamique (Rupture par Fatigue). Les solutions analytiques obtenues ne peuvent pas être utilisées dans les structures à géométrie et conditions aux limites variées, alors il sera nécessaire de faire appel aux méthodes d'analyse numérique et plus particulièrement à la méthode des éléments finis. Deux chapitres abordent ces applications numériques : l'un, en tome I, relatif à l'introduction au calcul par éléments finis des structures fissurées et l'autre, en tome II traitant de la prévision de la rupture par fissuration des éléments de structures métalliques soumises à la fatigue. Chaque phénomène étudié est abordé suivant trois volets : - sa modélisation conceptuelle et théorique, - son utilisation dans les critères de résistance à rupture - et enfin sa mise en oeuvre en terme de faisabilité et d'application numérique. Le lecteur est mis en garde quant au fait que l'essentiel des développements du livre concerne les matériaux métalliques. L'extension des conclusions au cas de matériaux composites, élastomériques et plastiques est sujet à caution.
