Book excerpt: Traffic modelling is one means of being able to predict time-varying traffic conditions in an urban roadway network to support traveler information systems and traffic management advisories. The development and testing of DYMOD (a dynamic traffic assignment model) was implemented in the Denver metro area to predict observed volumes and speeds during a typical weekday peak period (5am - 10am). On average, predicted flows agreed to within 12% of actual 5-minute volumes on I-25 through lanes at the detector locations. DYMOD was also able to model incident conditions to generate route diversion planning strategies during lane blocking accidents and to estimate vehicle hours of delay.

Book excerpt: Little attention has been given to estimating dynamic travel demand in transportation planning in the past. However, when factors influencing travel are changing significantly over time - such as with an approaching hurricane - dynamic demand and the resulting variation in traffic flow on the network become important. In this study, dynamic travel demand models for hurricane evacuation were developed with two methodologies: survival analysis and sequential choice model. Using survival analysis, the time before evacuation from a pending hurricane is modeled with those that do not evacuate considered as censored observations. A Cox proportional hazards regression model with time-dependent variables and a Piecewise Exponential model were estimated. In the sequential choice model, the decision to evacuate in the face of an oncoming hurricane is considered as a series of binary choices over time. A sequential logit model and a sequential complementary log-log model were developed. Each model is capable of predicting the probability of a household evacuating at each time period before hurricane landfall as a function of the household's socio-economic characteristics, the characteristics of the hurricane (such as distance to the storm), and policy decisions (such as the issuing of evacuation orders). Three datasets were used in this study. They were data from southwest Louisiana collected following Hurricane Andrew, data from South Carolina collected following Hurricane Floyd, and stated preference survey data collected from the New Orleans area. Based on the analysis, the sequential logit model was found to be the best alternative for modeling dynamic travel demand for hurricane evacuation. The sequential logit model produces predictions which are superior to those of the current evacuation participation rate models with response curves. Transfer of the sequential logit model estimated on the Floyd data to the Andrew data demonstrated that the sequential logit model is capable of estimating dynamic travel demand in a different environment than the one in which it was estimated with reasonable accuracy. However, more study is required on the transferability of models of this type, as well as the development of procedures that would allow the updating of transferred model parameters to better reflect local evacuation behavior.

The field evaluation consisted of visual inspection, fault measurement, profile measurement and distress survey. A set of falling weight deflectometer (FWD) measurements was also acquired to assess the structural responses and to evaluate load transfer efficiency between the slabs. The results of this study demonstrated that fast track concrete can be as durable as the conventional concrete pavement. After seven years of being in service the pavement has shown no sign of fatigue, only some minor distresses unrelated to fast track techniques.

It also documents testing of an infrasound detection system to detect snow avalanches in the southwest mountains of Colorado. Two infrasound sensors were installed so the direction of the sound could be determined by comparing the phasing and arrival times. Avalanche detection was sometime obscured because of the high mountains nearby diverting the sound and causing clear-air turbulence. Linking sound events with avalanche events was hampered by the fact that the time of actual avalanches could only be determined within a 12-hour period.

To help prolong the life of the Portland Cement Concrete Pavement Region 4 has placed signs advising truckers to use the passing lane between Roggen and the Nebraska state line [approximately 140 miles (225 km)]. A test section well within the signed test area advising the truckers to use the passing lane and a control section just prior to the signed area were established and evaluated over a four year period. Roughness data taken with an Ames Profilograph, slab faulting measured with a Georgia fault meter, and overall physical pavement distress were noted and used as a comparison between driving lane and passing lane within the two sections.

The quality Level (QL) for the elements (sieve analysis, asphalt content, and pavement density) and the item composites are summarized. While QL determines Pay Factor (PF), it is also used to rank contractors' performance. The item QL improved 1.3 percentage points in 1996 over 1995. But the incentive/disincentive payments were not sufficient to cause some of the contractors to improve their process control. Both, the better and porrer performing contractors show up with similar rankings from year to year. The QLA specifications essentially are serving satisfactorily. Implementation: The PF formulas were modified for the 1997 season so as to make the pF continuous in relation to the QL, rather than in steps as has been the procedure. It is suggested the methods of applying weight factors to the element QL's for PF calculations be reviewed for possible changes. Some other changes in the specification and computer software are needed.
