The following questions guided the study: how do political actors manipulate elections, and what are the salient features of electoral politics in Sri Lanka? Primary and secondary data formed the basis of the analysis, examining eight presidential elections. The research findings indicated that Sri Lankan governments, political parties and political leaders have taken advantage of six types of electoral manipulation, including constitutional tinkering, field fixing, time fixing, vote suppression, process manipulation and resource manipulation. Through a close examination of eight presidential elections, research carried out for the volume found that elections are often associated with violence; presidential elections are mainly a majoritarian affair in which minority communities play only a marginal role; there is a significant gender imbalance, as women’s participation in the electoral process is very limited; despite the presence of a large number of candidates contesting the election, it always remains a two-way race; and amid extensive manipulation and other problems, voter participation tends to be high. This volume will be a valuable resource for students, academics and researchers who focus on democracy, good governance, electoral studies and South Asian politics and history, and will enhance the conceptual foundation of democracy advocates and activists.

Book excerpt: National Security at its simplest means the nation’s control of its borders and the preservation of its territorial integrity including its airspace and territorial waters. Above all, it means the protection of national institutions of governance and the freedom of the people without subversion, infiltration and disruption. On the other hand, there can be no real national security without international security. Diplomacy is an instrument of establishing and maintaining the equilibrium of national and international security. Both diplomacy and national security have their roots in the conceptual scheme and operational aspects of sovereignty, which is the hallmark of States. National security and diplomacy are inextricably interwoven. Indeed defence and diplomacy, the diplomat and the soldier have much in common except that their battle-lines and locations, their target areas, their weapons and equipment and their strategies and tactics are distinct and are tackled differently. Diplomacy is the defence of one’s country and its interests beyond its frontiers, but in a sense, diplomacy only an extension of national security. The intelligence network of the country both within the country and overseas plays a vital role in both in diplomacy and for national security.

Book excerpt: The book on Uttarakhand begins its discussion by not the issues of policy but rather the rich heritage of flaura and fauna that Uttarakhand possesses and seeks to explain methods in which they can be used to strengthen the economy of the state. The book proposes a model for Uttarakhand that can be witnessed to be a developmental stalwart for the state. The model draws a logical corollary from the example of a similarly sized state i.e., Switzerland, the aim being to propose a developmental model that can be so adopted by the state that the economy and welfare of the state-dwellers is boosted many fold. The book then further seeks to analyse the pre-existing condition of security and defence in the state and unveils the existing threats to security that have their presence in the state. The author seeks to identi- fy and illuminate administrative deficiencies and extend develop- mental solutions to the government to bring Kumaon and Garhwal administrative divisions at par with each other. It also touches upon the rising menace of alcoholism and drug abuse in the state known as 'Dev bhoomi' and develop effective solutions to tackle the problem. The book would provide the readers with effective solutions to those issues of public policy and enable them to chisel their own critical thinking and look at the issues of public policy with the lens of an administrator.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the first major exploration of Indian political economy using a constructivist approach. Arguing that India’s open-economy policy was made, justified, and continued on the basis of the idea of openness more than its tangible effect, the book explains what sustained the idea of openness, what philosophy, interpretations of history, and international context gave it support, justification, and persuasive force. Drawing on a wide range of contemporary and historical sources, and going as far back as the 19th century, the author reconstructs how Indian policymakers have interpreted economic priorities, perceived success and failure, and evaluated the destiny of their nation. By the 1990s, their imperatives increasingly highlighted a sense of rivalry, especially with China, and globalism, a desire to play a strong role in world affairs. The book shows how a sense of nationalist urgency was created through globalism and rivalry, allowing policymakers to privilege international needs over domestic political demands, replace economic independence with interdependence as a priority, and ensure that the broad basis of India’s openness could not be challenged effectively even though certain policies faced severe opposition. This book will be of interest to those working on International Political Economy, Globalization, Economic History, Public Policy, and South Asian politics.

Book excerpt: An under-strength Gorkha battalion undertakes the Indian Army's first heliborne operation deep behind enemy lines, defeating a Pakistani force twenty times its strength. Fighters of the Indian Air force target the Government House in Dhaka in a daring air raid, forcing the Pakistani government in Dhaka to capitulate and surrender. Four battle casualties become close friends at the Artificial Limb Centre in Pune in the war's aftermath. In this collection of true stories, decorated war veteran Major General Ian Cardozo recounts what really happened during the 1971 Indo-Pak war, piecing together every story in vivid detail through interviews with survivors and their families. The book also seeks to commemorate the lives of those who were killed and wounded in this war, which took place fifty years ago. From the tragic tale of the INS Khukri and its courageous captain, who went down with his ship, to how a battalion of the Gorkhas launched what we accept as the last khukri attack in modern military history, these stories reveal what went on in the minds of those who led their men into battle-on land, at sea and in the air.

Book excerpt: A free ebook version of this title is available through Luminos, University of California Press’s Open Access publishing program for monographs. Visit www.luminosoa.org to learn more. How did the patronage activities of India’s Vijayanagara Empire (c. 1346–1565) influence Hindu sectarian identities? Although the empire has been commonly viewed as a Hindu bulwark against Islamic incursion from the north or as a religiously ecumenical state, Valerie Stoker argues that the Vijayanagara court was selective in its patronage of religious institutions. To understand the dynamic interaction between religious and royal institutions in this period, she focuses on the career of the Hindu intellectual and monastic leader Vyasatirtha. An agent of the state and a powerful religious authority, Vyasatirtha played an important role in expanding the empire’s economic and social networks. By examining his polemics against rival sects in the context of his work for the empire, Stoker provides a remarkably nuanced picture of the relationship between religious identity and sociopolitical reality under Vijayanagara rule.
