Waltz (1924 - 2013) in his very well-known book 'Theory of International Politic;' a book that establishes his work as neo-realism. Waltz’s core theory depicts in a tentative axiomatic system his chief postulate of the two co-existing political systems namely the complementarity of hierarchy and anarchy; complementary as defined by Bohr. It is empirical theory that measures power in the political anarchy in polarity; judged on the standards of Sir Karl Popper. It is also theory that can serve as framework for logics of situation as they spring from the distributional structural dynamics. To capture the fundamental logic of pole's behaviour Waltz imported the principle of survival motive and the notion of 'selection' from Darwinian theory. Natural selection is the empirical principle that bridges Darwinian theory with Popperian falsificationism and Waltzian structural political theory. Natural selection simply resembles falsification. From the point of view of humanism, it is to be remembered that the Darwinian principle of survival and the mechanism of selection are no choices on the part of Darwin, Popper, Waltz, behaviourist scientists, or anybody else. It is no political preference. It is an empirical principle. It merely so happens in life.

International politics is the realm of power, of struggle, and of accommodation. . . . States, like people, are insecure in proportion to the extent of their freedom. If freedom is wanted, insecurity must be accepted. Organizations that establish relations of authority and control may increase security as they decrease freedom. The more influential the agency, the stronger the desire to control it becomes. In contrast, units in an anarchic order act for their own sakes and not for the sake of preserving an organization and furthering their fortunes within it. Force is used for ones own interest. Even when they do not do so, they are better able, in the absence of the politics of the organization, to concentrate on the politics of the problem and to aim for a minimum agreement that will permit their separate existence rather than a maximum agreement for the sake of maintaining unity. Nevertheless, composers wrote waltzes for the ballrooms, and the new bourgeoisie of Europe enjoyed the freedom and informality of the dance.The reception of the waltz as music was informed by 19th-century views on women. As a result, the waltz - both dance and music - acquired a distinctly gendered meaning. In Verdi's La Traviata, Puccini's La Bohème, and Berg's Wozzeck, the composers relied on the waltz's contradictory meanings of individual pleasure and social disapprobation to portray the women characters and their roles in the development of the plot.The popularity of the waltz persisted beyond the original era of the Viennese waltz. Twentieth-century composers wrote waltzes either to pay homage to the Viennese waltz and its creators or to evoke the spirit of that earlier period. In compositions such as La Valse and Wozzeck, Ravel and Berg make deliberate references to the Viennese waltz without yielding their own musical language to its convention.
