Available in PDF, EPUB and Kindle. Book excerpt: This book demonstrates how Morocco and other semi-arid countries can find solutions to water scarcity by rediscovering traditional methods of water resource management. The book begins by examining indigenous water heritage, considering the contribution of Islam and the mixed influences of Greek and Roman, Middle Eastern, Andalusian and Berber cultures. It then provides a thorough examination of resource management practices in Morocco throughout history, tracing the changing patterns from the instillation of agrarian capitalism in the 19th century, through the Protectorate years (1912–1956), to the 21st century. The book explains how reviving and modernizing traditional methods of water management could provide simple, accessible, and successful methods for addressing 21st century challenges, such as water scarcity and climate change. The work concludes by highlighting how these indigenous practices might be used to provide real-world practical solutions for improving water governance and therefore developing sustainable water management practices. Reviving Indigenous Water Management Practices in Morocco will be of great interest to students and scholars interested in water resource management, indigenous peoples, traditional knowledge, and sustainable development.

Available in PDF, EPUB and Kindle. Book excerpt: Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. This book provides a timely analysis of the particular trajectory of eight Mediterranean countries in these uncertain transformations, and attempts to identify the best strategies to avert or overcome future risks.

Available in PDF, EPUB and Kindle. Book excerpt: Water scarcity is becoming increasingly familiar to us. Although access to water resources is an issue of global concern, arid climates are where necessity begets inventions that may serve as examples for action or prevention across a multitude of climate zones and geographies. In facing the prevalence of water scarcity across the globe, due to a mix of climatological and man-made factors, the question we must ask ourselves today is Water for What? Which approaches can landscape, urban and architectural designers take in order to apply their specific professional skills and means? What potential do available technologies and materials offer, and what methods and tools can be derived from social engagement? Based on five years of research, the preparation of and feedback on a traveling exhibition, as well as a major conference, the results of the Out of Water project are laid out here in a series of case studies and essays by international experts, including analytical drawings of both projected and implemented solutions.

Book excerpt: The European Union has developed a wide array of external relations with its neighbouring countries. Without offering full membership, the EU nevertheless attempts to transfer its rules and policies to non-member countries. It is this extension of EU rules beyond EU borders that the analysis of external governance seeks to capture. The contributions to this volume explain the modes and effects of EU external governance in a variety of EU–non-member country relations in Western Europe, the former Soviet Union, and the Mediterranean region. They cover such diverse issues as trade, environment, security, and democracy promotion and explore the effects of EU institutions, EU power, and the domestic structures of its partner countries on the transfer of EU rules. This book was based on a special issue of Journal of European Public Policy.

Available in PDF, EPUB and Kindle. Book excerpt: EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. This book was originally published as a special issue of Democratization.

Available in PDF, EPUB and Kindle. Book excerpt: The agenda of external actors often includes a number of objectives that do not necessarily and automatically go together. Fostering security and stability in semi-authoritarian regimes collides with policies aimed at the support of processes of democratization prone to conflict and destabilization. Meanwhile, the promotion of national self-determination and political empowerment might lead to forms of democracy, partially incompatible with liberal understandings. These conflicting objectives are often problematized as challenges to the effectiveness of international democracy promotion. This book presents systematic research about their emergence and effects. The contributing authors investigate (post-) conflict societies, developing countries, and authoritarian regimes in Southeast Europe, Latin America, Africa, and Asia. They identify the socio-economic and political conditions in the recipient country, the interaction between international and local actors, and the capacity of international and local actors as relevant for explaining the emergence of conflicting objectives. And they empirically show that faced with conflicting objectives donors either use a ‘wait and see’-approach (i.e. not to act to overcome such conflicts), they prioritize security, state-building and development over democracy, or they compromise democracy promotion with other goals. However, convincing strategies for dealing with such conflicts still need to be devised. This book was published as a special issue of Democratization.
