Book Synopsis Hazard Mitigation Grant Program Desk Reference (FEMA 345) by : Federal Emergency Management Agency

This book was released on 2013-02-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: FEMA's Hazard Mitigation Grant Program is a powerful resource in the combined effort by Federal, State, and local government, as well as private industry and homeowners, to end the cycle of repetitive disaster damage. The Robert T. Stafford Disaster Relief and Emergency Assistance Act was passed on November 23, 1988, amending Public Law 93-288, the Disaster Relief Act of 1974. The Stafford Act included Section 404, which established the Hazard Mitigation Grant Program. In 1993, the Hazard Mitigation and Relocation Act amended Section 404 to increase the amount of HMGP funds available and the cost-share to 75 percent Federal. This amendment also encouraged the use of property acquisition and other non-structural flood mitigation measures. In an effort to streamline HMGP delivery, FEMA encourages States to develop their mitigation programs before disaster strikes. States are adopting a more active HMGP management role. Increased capabilities may include: Conducting comprehensive all-hazard mitigation planning prior to disaster events; Providing applicants technical assistance on sound mitigation techniques and hazard mitigation policy and procedures; Coordinating mitigation programs through interagency teams or councils. Conducting benefit-cost analyses; and Preparing National Environmental Policy Act reviews for FEMA approval. States that integrate the HMGP with their frequently updated State Administrative and Hazard Mitigation Plans will create cohesive and effective approaches to loss reduction. This type of coordinated approach minimizes the distinction between “predisaster” and “post-disaster” time periods, and instead produces an ongoing mitigation effort. Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to people and property from natural hazards and their effects. A key purpose of the HMGP is to ensure that the opportunity to take critical mitigation measures to protect life and property from future disasters is not lost during the recovery and reconstruction process following a disaster. Program grant funds available under Section 404 of the Stafford Act provide States with the incentive and capability to implement mitigation measures that previously may have been infeasible. The purpose of this Desk Reference is to: Provide comprehensive information about FEMA's Hazard Mitigation Grant Program (HMGP); Increase awareness of the HMGP as an integral part of statewide hazard mitigation efforts; and Encourage deeper commitments and increased responsibilities on the part of all States and communities to reduce damage and losses from natural disasters. This Desk Reference is organized to simplify program information and assist the reader with practical guidance for successful participation in the program. Lists of program-related acronyms and definitions are included, along with appendices that amplify selected aspects of the HMGP. This Desk Reference is organized into 14 sections, each of which presents a major HMGP subject area. In each section, information is presented on the right side of the page. In several sections, job aids containing supplemental material are provided. The job aids for each section can be found at the end of the section. At the front of each section, there is a detailed table of contents to help you locate specific information.

Book excerpt: The underlying concept of the paper is that the amount of precipitation required for the near-normal operation of the established economy of an area during some stated period is dependent on the average climate of the area and on the prevailing meteorological conditions both during and preceding the month or period in question. Book Synopsis Drought Preparedness and Response by :
Download or read book Drought Preparedness and Response written by and published by American Water Works Association. This book was released on 2011 with total page 85 pages. Available in PDF, EPUB and Kindle. Book excerpt: Providing a reliable supply of water requires being prepared for water shortages of varying degree and duration. What can a municipal water supplier do to mitigate water shortages caused by drought? Preparing for drought and water shortages before they occur is the best defense. This manual will help water managers facing water shortages by illustrating how to employ tried-and-true strategies and tactics of drought mitigation, as well as new tools and methods. Managing water shortages involves temporarily reducing demand and finding alternate water to temporarily increase supply. There are options available to water managers to accomplish this. The manual provides a proven, seven-step process to anticipate and respond to water shortages through a structured planning process.
Book Synopsis Drought, Risk Management, and Policy by : Linda Courtenay Botterill
Download or read book Drought, Risk Management, and Policy written by Linda Courtenay Botterill and published by CRC Press. This book was released on 2013-01-28 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: Australia and the United States face very similar challenges in dealing with drought. Both countries cover a range of biophysical conditions, both are federations that provide considerable responsibility to state governments for water and land management, and both face the challenges in balancing rural industry and urban development, especially in relation to the allocation of water. Yet there are critical differences in their approaches to drought science and policy. Drought, Risk Management, and Policy: Decision Making under Uncertainty explores the complex relationship between scientific research and decision making with respect to drought in Australia and the United States. Risk Management, not Crisis Management Drawing on the work of respected academic researchers and policy practitioners, the book discusses the issues associated with decision making under uncertainty and the perspectives, needs, and expectations of scientists, policy makers, and resource users. Starting from the position that drought is a risk to be managed, it considers the implications of the predicted impacts of future climate change. The book also examines the policy responses to these challenges and the role of scientific input into the policy process. Contributors look at drought risk management in action and how end users in the community incorporate drought science into their decision making. The book concludes with lessons learned about science, policy, and managing uncertainty. Get Insight into the Relationship between Science and Policy—and How to Turn That into More Effective Decision Making Throughout, the contributors identify possible reasons for differences in the use and application of drought sciences and approach to policy between the two countries, offering valuable insight into the relationship between scientific advice and the policy process. They also highlight the challenges faced at the science–policy interface. Crossing international borders and disciplinary boundaries, this timely collection tackles drought policy development as part of the broader discussion about climate change. Although the focus is on Australia and the United States, many of the lessons learned are relevant for any country dealing with drought.
Book Synopsis Managing the Climate Crisis by : Jonathan Barnett
Download or read book Managing the Climate Crisis written by Jonathan Barnett and published by Island Press. This book was released on 2022-07-14 with total page 298 pages. Available in PDF, EPUB and Kindle. Book excerpt: Natural disasters from heat waves to coastal and river flooding will inevitably become worse because of greenhouse gases already in the atmosphere. Managing them is possible, but planners, designers, and policymakers need to advance adaptation and preventative measures now. Managing the Climate Crisis: Designing and Building for Floods, Heat, Drought and Wildfire by design and planning experts Jonathan Barnett and Matthijs Bouw is a practical guide to addressing this urgent national security problem. Barnett and Bouw draw from the latest scientific findings and include many recent, real-world examples to illustrate how to manage seven climate-related threats: flooding along coastlines, river flooding, flash floods from extreme rain events, drought, wildfire, long periods of high heat, and food shortages.
