Dr. Osamu Shimomura is one of the most eminent economists in Japan. He entered the Ministry of Finance and played a crucial role in actualizing the High-Growth era from the late 1950s to the early 70s. "The Doubling Income Plan", which is issued by the Ikeda cabinet, originates from him. It should be noted that while most economists held pessimistic view on the future, Shimomura is brave and foresighted. Shimomura’s theory is not merely one of the pioneer works in macroeconomics, but also suits the economic conditions of Japan. Shimomura extends the principle of effective demand, which means that his theory includes effects of capital accumulation to production capacity. While one may argue that Harrod (1939) and Domar (1946) have already achieved that, Shimomura’s theory centers policy recommendations for sustaining the high economic growth against the productivity growth that would cause excess supply in the market. Succinctly, Shimomura is a Keynesian who believes the vigor in its private sector but recognizes that Japanese economy urgently needs the government’s auxiliary macroeconomic policies. This book emphasizes that the rapid Japanese growth owes mainly to affluent entrepreneurship filled in the economy not to the sheer government’s planning. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. In the easiest case, one obtains a transparent formulation by means of roots of unity, which are special values of exponential functions. A similar theory can be developed for special values of elliptic or elliptic modular functions, and is called complex multiplication of such functions. In 1900 Hilbert proposed the generalization of these as the twelfth of his famous problems. In this book, Goro Shimura provides the most comprehensive generalizations of this type by stating several reciprocity laws in terms of abelian varieties, theta functions, and modular functions of several variables, including Siegel modular functions. This subject is closely connected with the zeta function of an abelian variety, which is also covered as a main theme in the book. The third topic explored by Shimura is the various algebraic relations among the periods of abelian integrals. The investigation of such algebraicity is relatively new, but has attracted the interest of increasingly many researchers. Many of the topics discussed in this book have not been covered before. In particular, this is the first book in which the topics of various algebraic relations among the periods of abelian integrals, as well as the special values of theta and Siegel modular functions, are treated extensively.

Jansen (Emeritus Professor, University of Princeton) in December 2000, who had been actively collaborating with the author and translator of the original Japanese edition (Hirohito Tenno itsutsu no ketsudan, first published in 1987 and republished in 1994), it was inevitable that there would be a delay in publication of the English edition, which is finally now available. In his extended Foreword as editor, referring to the nature of Hirohito’s power, Jansen states: ‘We are left with puzzles that will probably never be resolved. Clearly, as Professor Hata and others have shown, the Emperor Hirohito had immense power, but the condition of retaining it was judicious restraint in exercising it.’ In offering a view on the merits of Hata’s research, Jansen points to the hitherto unknown plots (in parallel but unrelated) by both the Army and Navy to preserve, and if necessary resuscitate, the imperial line in the event the victors decided to depose Hirohito. Jansen added substantive notes to help place the author’s material in historical and historiographical perspective. The book, which is not a biography or a general history of the Showa era, focuses on five decisions taken by Emperor Hirohito, which the author considers the key turning points of his reign: these concern the 26 February 1936 insurrection of young army officers, the termination of the Pacific War, the post-war constitution, the issue of abdication and the San Francisco Peace Treaty.
